CITY OF COLTON
AGENDA REPORT
For Council Meeting of MAY 19, 1992
TO: Honorable Mayor and City Council
FROM: DAVID MICHAEL DAVIS, CITY LIBRARIANo
SUBJECT: SUBMISSION OF CALIFORNIA LIBRARY SERVICES Date: APRIL 29, 1992
ACT (CLSA) "CALIFORNIA LITERACY CAMPAIGN"
GRANT APPLICATION
BACKGROUND
The Colton Public Library is eligible to apply for CLSA funding in
the amount of $50,000 from the California State Library for FY
92-93. This is the fifth year of a five year non-renewable grant.
Funds will be utilized for staff salaries & benefits, office
supplies, special tutorial supplies, promotional materials,
purchase of the literacy trailer, and the purchase of books and
audio-visual materials.
STATEMENT OF THE PROBLEM
The Colton Public Library recognizes that a continuing demand
exists for one-to-one instruction in basic reading and writing
skills for adults. According to the California Department of
Education, 20% of the adult population 16 years and older cannot
read. This is the population that the Colton Public Library's
literacy program seeks to serve.
_ALTERNATIVES
Without grant funding, such a program can only otherwise be
continued with the City's General Fund.
FINANCIAL IMPACT
This is a no -obligation item to the City. No local matching funds
are required.
RECOMMENDATION
Staff recommends that Council authorize the City to submit the CLSA
California Literacy Campaign Grant Application for FY 92/93. The
Colton Public Library Board of Trustees has reviewed this matter
and concurs with this recommendation.
City Manager's Concurrent
Attachments:
Paget of_ 1 __ Item No.
