CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of <br />May 19, 1992 <br />TO: Honorable Mayor and City Council <br />FROM: John C. Hutton, Director of Public Works All— <br />SUBJECT: Approval of Five Year Capital Improvement Program Date: May 12, 1992 <br />and Resolution Requesting Measure I Monies in Advance <br />The City of Colton has had an aggressive street rehabilitation program over the <br />past four years, paving over eleven miles of local and public streets (2.7 miles <br />per year). The Department of Public Works, in conjunction with a team of members <br />from several other Departments, purposes to step up the street rehabilitation program <br />by attempting to repave as much as 27 miles of roadway at an estimated cost of <br />approximately 5.76 million dollars within the next five fiscal years (5.4 miles <br />per year). <br />This program is composed of five independent phases as shown on the street paving <br />exhibit map covering all portions of the City of Colton and utilizing all financial <br />means available for street rehabilitation purposes including, but not limited to, <br />RDA funding, CDBG, FAU, State and Federal transportation funds, County Host City <br />Fees, CFD funds and any local Measure I funds that become available over the term <br />of the County sales tax initiative. <br />DISCUSSION: <br />Realizing that the program is initally designed to be a five year capital improvement <br />program, implementing one phase per year, the program has the flexibility to <br />accomplish segments of several different phases as the aforementioned funding sources <br />become available. <br />As with all capital improvement projects, funding is the driving force that ensures <br />the success of the program, and since this program proposes to utilize multiple <br />sources of funds (some not capable of being co -mingled with others due to program <br />guidelines) in each phase, staff has produced a generic set of street renovation <br />and paving contract documents designed to meet all local State and Federal <br />requirements, including the flexibility to extend, delete or add additional work <br />as funds become available from those funding sources. <br />Recently the San Bernardino Associated Governments (SANBAG) initiated a program <br />by the San Bernardino County Transportation Authority to finance, through the sale <br />of bonds, 110 million dollars for transportation purposes. Richard Acevedo, Finance <br />Director, suggested this possible source as a means to finance our local programs <br />for this proposed street renovation project.
