AGENDA REPORT <br />CITY OF COLTON <br />For City Council Meeting of <br />April 19, 1994 <br />April 6, 1994 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Julie Hayward Biggs, City AttoqW <br />SUBJECT: Resolution Regarding Placement of Printed Materials in City Buildings <br />As you requested, I have prepared the attached Resolution permitting the City <br />Manager to designate specific locations within City Buildings for the display and distribution of <br />public information printed materials, including free newspapers. <br />As previously discussed at the April 5, 1994 City Council meeting, it is well <br />established that the City may control use of City -owned facilities even if some restrictions are <br />imposed on speech. The key is that the regulations be content neutral and limited to matters of <br />time, place and manner of display or distribution of materials. This new resolution meets the <br />content neutrality requirements and will allow the continued display and distribution of free <br />printed materials within City Buildings. It will simply identify specific areas which will be <br />designated for the purpose of allowing display and distribution of such materials. <br />Concurrence: <br />City <br />�em /1l0. 30 <br />
