CITY OF COLTON
AGENDA REPORT
For Council Meeting of AUGUST 2, 1994
TO: Honorable Mayor and City Council
FROM: DAVID MICHAEL DAVIS, CITY LIBRARIANeoAd
SUBJECT: AUTHORIZATION TO ACCEPT A CALIFORNIA DEPT. Date: JULY 27f 1994
OF EDUCATION LOCAL ASSISTANCE GRANT IN THE
AMOUNT OF $3,896 FOR FY 94-95
BACKGROUND
The Colton Public Library has been awarded a continuation of a
California Department of Education Local Assistance Grant in
the amount of $3,896. These funds will be used to supplement the
library's current literacy services. Eligible activities include:
(1) purchase of supplementary instructional materials and supplies,
(2) in-service training for personnel, and (3) counseling & guidance
services.
STATEMENT OF THE PROBLEM
The Colton Public Library recognizes that a continuing demand exists
for one-to-one instruction in basic reading and writing skills for
adults. According to the California Department of Education, 20% of
the adult population 16 years and older cannot read. This is the
population that the Colton Public Library's literacy program seeks
to serve.
ALTERNATIVES
Without grant funding, such a program can only otherwise be continued
with the City's General Funds.
FINANCIAL IMPACT
This is a no -obligation item to the City. No local matching funds are
required.
RECOMMENDATION
Staff recommends that Council authorize the City to accept a
California Department of Education Local Assistance Grant in the
amount of $3,896 for FY 94-95. The Colton Public Library Board
of Trustees has reviewed this matter and concurs with this
recommendation.
City Manager's Concurrence
Attachments: LIBRARY.
