CLOUD <br />Acting Finance Director <br />SUBJECT: Extend Contract for Disposal of Transformers to S.D. Myers in the Amount of $31,500 <br />BACKGROUND: <br />Some components used in the distribution of electricity have Polychlorinated Biphenyls (PCBs) in the <br />transformer oil. PCB is classified as a hazardous chemical. The City has a testing program which determines <br />which transformers have PCB contaminated oil. If these transformers are removed from service for any reason, <br />they must be disposed of as hazardous waste. Companies with a special training license must be used to <br />dispose of this hazardous waste. <br />At this time, the Electric Department has a requirement to dispose of the following material: 1. fifty-eight <br />(58) transformers; 2. six (6) regulators; and, 3. thirteen (13) fifty-five gallon drums of transformer oil, for <br />a total weight of 54,218 pounds. The Environmental Protection Agency has time constraints on how long a <br />generator (City) can temporarily store this material once it is removed from service. In order to meet this <br />deadline, the City must dispose of these items by the middle of September 1994. <br />The City had a contract with S.D. Myers of Tallmadge, Ohio, to transport and dispose of these materials that <br />expired June 30, 1994. Staff has negotiated with S.D. Myers and they have agreed to extend this contract for <br />an additional three (3) months at the same rates to transport and dispose of this material. Purchasing is <br />preparing a new Request for Proposal to solicit a new contract for the transportation and disposal of PCB and <br />PCB contaminated material and will make a recommendation to Council to enter into a new contract for the <br />remainder of the fiscal year. <br />FINANCIAL IMPACT: <br />Funds are budgeted by the Electric Department for the disposal of PCB contaminated material. <br />RECOMMENDATION: <br />Staff recommends the extension of the Contract with S.D. Myers through September 30, 1994, for the <br />transportation and disposal of PCB and PCB contaminated material in the amount of $31,500. <br />Report Prepared by: Mary J.
