DUNHAM <br />BACKGROUND: <br />Officer Joseph D. Dunham has been employed by the City of Colton since June 1, 1988. On October 14, <br />1993, Officer Dunham was struck by an automobile while on duty, causing severe injuries to the lower left <br />portion of his body. Officer Dunham received surgical repair for an open fracture to his right tibia at Loma <br />Linda University Medical Center. Officer Dunham received emergency irrigation and debridement of the tibia <br />fracture and intramedullary rodding with an unreamed intramedullary nail. On April 25, 1994, Officer Dunham <br />underwent open bone grafting surgery. <br />On November 2, 1994, Officer Dunham was declared permanent and stationary by Orthopedist John W. <br />Skubic. Officer Dunham continues to experience left leg and ankle pain and has loss of ankle range of motion <br />to approximately 90% of normal. He is unable to return to his duties as a Police Officer and has permanent <br />work restrictions. <br />RECOMMENDATION: <br />Based on the report of Dr. John W. Skubic, Officer Dunham will be unable to return to his duties as a Police <br />Officer. Under PERS law, the City Council or its designee makes the determination as to when a Safety <br />employee is disabled and if the injury is industrial. Police Chief Peter Mireles and I recommend that the City <br />Council determine that Officer Dunham be retired for industrial disability effective November 2, 1994, by <br />adopting the attac resolution. <br />CONCUR:Za <br />�- <br />City Manager <br />Attachment: Resolution <br />B 17 : AGNDNHM <br />
