CITY OF COLTON
AGENDA REPORT
For Council Meeting of December 6, 1994
To: Honorable Mayor and Council Date: November 30, 1994
From: Nabar Enrique Martinez, City Manager
Subject: Proposed Revisions to Master Fee Schedule
BACKGROUND:
Prior to June of 1992, the City of Colton customarily considered fees, and
increases to fees, on a case-by-case basis. This method did not have a City-
wide systematic and documented approach in determining the full business
costs of the services provided by the City of Colton. Because of not including
full costs, or at least match what other cities are doing, there may have been the
undesirable effect of subsidizing, through the City's discretionary revenue, the
services provided to beneficiaries. The Master Fee Schedule and Resolution
allow the Council to make decisions based on full, adequate and accurate data.
The first Master Fee Schedule was adopted on June 16, 1992.
DISCUSSION:
During the budget process all departments were requested to review the rates
they charge for service and evaluate them based on the following criteria:
1. Do the fees charged recover the costs of the service?
2. Do you currently provide services where fees could be charged and
are currently not?
3. Estimate annual revenue increases generated by these fee increases,
especially for those revenues which cover General Fund costs.
Included in those departments revising or establishing new fees are:
1. City Clerk / Cemetery
2. Police
3. Fire
4. Public Works
5. Community Development
6. Recreation and Human Services
,8,x. pro• a s
