Gabriel, Economic Development Director'q(�(� SUBJECT: CONSIDERATION OF EXPANSION OF AGUA MANSA ENTERPRISE Date: June 21, 1994 ZONE Background In 1989, AB 251 was approved allowing existing State -designated Enterprise Zones to expand zone areas by 15%. These regulations provide, in enterprise zones of multi -jurisdictions, the ability of each jurisdiction to expand its area by 15%. Additionally, each jurisdiction can move forward with its proposed expansion independent of the other member jurisdictions. Although the 15% expansion is a one-time provision by the State, the entire expansion effort does not need to take place at once, but can be completed in increments over the life of the zone; however, the City cannot exceed 241.95 total expansion acres. Regulations also provide that zoning of the area be 51 % commercial and/or industrial and that boundaries be contiguous and continuous to the existing zone. On July 2, 1991, the City Council approved a 22.42 acre expansion of the Agua Mansa Enterprise Zone, leaving 219.53 acres available for future expansions. Discussion The City Council, at its meeting of September 7, 1993, adopted a resolution designating a redevelopment survey area for the purpose of selecting boundaries for a new redevelopment project area (Rancho/Mill Redevelopment Project Area). Subsequently, on October 26, 1993, the City Council authorized staff to commence study of the redevelopment survey area for expansion of the Agua Mansa Enterprise Zone and prepare the necessary resolution and documentation for expansion of the Zone. The proposed expansion area does not include the entire boundaries of the Rancho/Mill Redevelopment Project Area, concentrating specifically upon the industrial/commercial corridor along the railroad corridor (Exhibit "A" attached). The total acreage in the proposed expansion area is 122.9, leaving 96.62 acres available for future expansions. The attached Resolution authorizes and makes application for expansion of the Agua Mansa Enterprise Zone to include approximately 122.9 additional acres. Upon approval of the Resolution, staff will present the City Council's request for zone expansion to the Joint Powers Authority of the Zone, and, upon its approval by Resolution, will make final application submittal to the State for approval of the expansion.
