CITY COUNCIL <br />City of Colton <br />650N. La Cadpna Drive <br />Colton, Ca. 92324 <br />CASH FLOW <br />Many of us I including the CITY Council, look for guidance from <br />our neighboring cities, and we find that most of then are having <br />problems with cash flow and are short of funds. Some cities are <br />planning to raise utility fees. _license fees, increase building <br />fees, etc. Because of all thes' <br />are having a difficult time. e fees5 many people and businesses <br />LENDERS began foreclosure proceedings on almost 12-5000,homes in <br />San Bernardino County, 1.993• <br />During a council meeting, one of the department heads recommended <br />that we purchase some extra . equipment for repair jobs in the city. <br />It was stated that this special equipment will CUT the middle man <br />and save the city a great deal of money. <br />However, we have been notified that the city may be short of funds, <br />and In order to continue business, we may have to borrow several <br />million dollars. <br />This tells all of us that we are having some very serious problems: <br />1. Will the taxpayers and businesses be burdened with higher utility <br />bills and extra assessrents? <br />2. Are we hiring people we don't need? <br />3- Should we return the city employees to a 5 day 40 hour week? <br />A study was done in San Francisco by Barney Olmstead: NEW _WAYS TO <br />WORK., Of all the new scheduling, the COMPRESSED 4 day ten hour plan <br />is the one that most often failedg resulting in less service and less <br />production. <br />The 4l10 work plan will be in place for 2 years. CITY HALL will be <br />.shut tight 106 Fridays in a row. CALIFORNIA CONSTITUTION section 17: <br />Worktime of mechanics of public works MAY NOT exceed 8 hours a day. <br />Eight hours labor constitutes a legal day -.s work in all cases. <br />This article was in THE SUN -Voice of the People -Jan. 21, 1994. The <br />city has only a small full time police force- but 1+0 part time <br />officers PATROL THE STREETS. <br />Because they run their city like a business, the citizens of Crestwood <br />received a 26% rebate on their taxes last year. I <br />The City of Colton made a great deal of progress in 1993. We are <br />confident that with some necessary changes and working together, <br />1994 will be an outstanding year! <br />
