CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of May 3, 1994 <br />TO: Honorable Mayor and City Council <br />FROM: Julie Hayward Biggs, City Attorney <br />SUBJECT: RESOLUTION REGARDING CITIZENS' ADVISORY Date: May 3, 1994 <br />COMMITTEE/RANCHO/MILL PROJECT AREA/RDA <br />In accord with the revised provisions of the Ralph M. Brown Act, (Government Code Sections 54950 <br />et seq., the "Brown Act") the attached Resolution has been prepared documenting the actions taken <br />by the Redevelopment Agency to form a Citizens' Advisory Committee for the proposed Rancho/Mill <br />Redevelopment Project Area. As previously discussed with the Council, because of changes in the <br />Brown Act, advisory committees established by formal order of the Council are now subject to the <br />provisions of that Act. Although proper notice and invitation to participate in a Project Area <br />Committee has been given by the Redevelopment Agency to area residents, it has been determined <br />that an insufficient number of residents are available to establish a formal Project Area Committee. <br />Nevertheless, some citizens have expressed interest in forming their own independent committee to <br />monitor progress on this project. <br />Accordingly, the attached resolution has been prepared by Sabo & Green reflecting the efforts made <br />on behalf of the Redevelopment Agency to form a Citizens' Advisory Committee for the proposed <br />Rancho/Mill Redevelopment Project Area. The resolution recounts the interest expressed by individual <br />citizens in organizing an informal group without official sanction by the City.
