CITY OF COLTON AGENDA REPORT For Council Meeting of May 3, 1994 TO: Honorable Mayor and City Council FROM: Julie Hayward Biggs, City Attorney SUBJECT: RESOLUTION REGARDING CITIZENS' ADVISORY Date: May 3, 1994 COMMITTEE/RANCHO/MILL PROJECT AREA/RDA In accord with the revised provisions of the Ralph M. Brown Act, (Government Code Sections 54950 et seq., the "Brown Act") the attached Resolution has been prepared documenting the actions taken by the Redevelopment Agency to form a Citizens' Advisory Committee for the proposed Rancho/Mill Redevelopment Project Area. As previously discussed with the Council, because of changes in the Brown Act, advisory committees established by formal order of the Council are now subject to the provisions of that Act. Although proper notice and invitation to participate in a Project Area Committee has been given by the Redevelopment Agency to area residents, it has been determined that an insufficient number of residents are available to establish a formal Project Area Committee. Nevertheless, some citizens have expressed interest in forming their own independent committee to monitor progress on this project. Accordingly, the attached resolution has been prepared by Sabo & Green reflecting the efforts made on behalf of the Redevelopment Agency to form a Citizens' Advisory Committee for the proposed Rancho/Mill Redevelopment Project Area. The resolution recounts the interest expressed by individual citizens in organizing an informal group without official sanction by the City. The Resolution also rescinds Resolution R-30-94 which officially established this informal group. Adoption of the attached resolution will clarify the role of the voluntary citizens group as an informal body not officially established or sanctioned by the City and therefore exempt from the legal requirements of the Brown Act.
