CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of <br />November 15, 1994 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Randy Anstine, Director of Recreation & Human Services <br />SUBJE C T: Authorization to Bid Vets Park Fence Replacement Using <br />Housing & Community Development Block Grant Funds <br />DATE: October 25, 1994 <br />RECOMMENDATION: <br />A. Approve the Plans and Specifications for the Veteran's Park Ballfield Fence <br />Replacement Project; and, <br />B. Authorize a call for public bids. <br />POSSIBLE COUNCIL ACTIONS: <br />1. Approve as recommended by staff; or, <br />2. Refer to staff for reconsideration of specific items; or, <br />3. Deny. <br />AUTHORITY: <br />The Colton Municipal Code, as well as Federal Regulations, deals with the requirements <br />and procedures for public works contracts and notice inviting bids. Every project involving <br />an expenditure of more than five thousand dollars for the construction or improvement of <br />public buildings, works, streets, drains, sewers, utilities, parks and playgrounds, shall be let <br />by contract to the lowest responsible bidder, after notice by publication. <br />DISCUSSION: <br />The City of Colton FY 1994-95 Adopted Budget, approved expending Community <br />Development Block Grant Funds for the rehabilitation of the Veteran's Park Ballfield <br />fencing, in the amount of $22,000.00. The purpose of the project is to replace the existing <br />perimeter and backstop fencing. The existing fencing is in a state of disrepair, and if not <br />replaced, could pose a health and safety problem. The work to be performed consists, in <br />general, of replacing 1,660 feet of chain link fencing, and top rails. Once bids are received, <br />staff will return to Council with a recommendation for award. <br />TECHNICAL PLANS & SPECIFICATIONS: <br />At Council request, a complete set of plans and specifications will be made available to <br />Councilmembers.
