CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of November 15, 1994 <br />To: Honorable Mayor and Council Date: November 3,1994 <br />From: Nabar Enrique Martinez, City Manager <br />Subject: Proposed Revisions to Master Fee Schedule <br />BACKGROUND: <br />Prior to June of 1992, the City of Colton customarily considered fees, and <br />increases to fees, on a case-by-case basis. This method did not have a City- <br />wide systematic and documented approach in determining the full business <br />costs of the services provided by the City of Colton. Because of not including <br />full costs, or at least match what other cities are doing, there may have been the <br />undesirable effect of subsidizing, through the City's discretionary revenue, the <br />services provided to beneficiaries. The Master Fee Schedule and Resolution <br />allow the Council to make decisions based on full 7 adequate and accurate data. <br />The first Master Fee Schedule was adopted on June 16, 1992. <br />DISCUSSION: <br />During the budget process all departments were requested to review the rates <br />they charge for service and evaluate them based on the following criteria: <br />• Do the fees charged recover the costs of the service? <br />• Do you currently provide services where fees could be charged and are <br />currently not? <br />0 Estimate annual revenue increases generated by these fee increases, <br />especially for those revenues which cover General Fund costs. <br />Included in those departments revising or establishing new fees are: <br />1 - City Clerk / Cemetery <br />2. Police <br />3. Fire <br />4. Public Works <br />5. Community Development <br />6. Recreation and Human Services / Child Care <br />Item No. 20 <br />
