Clarke Electric UtilityDi <br />recto DATE. 09/26/94 <br />SUBJECT: AUTHORIZE ELECTRIC UTILITY DIRECTOR TO ENTER INTO AN <br />ADDED FACILITIES AGREEMENT WITH SOUTHERN CALIFORNIA <br />EDISON COMPANY FOR THIRD 66KV BREAKER AT THE COLTON <br />SUBSTATION <br />BACKGROUND <br />Presently, Southern California Edison Company (SCE) has been providing the electric service to <br />the City of Colton at 66KV with separate breakers for each circuit. These two breakers are <br />adequate to meet present load demand including the proposed county hospital load. The city's <br />electric system has been growing and in the next five years it is expected that the city's electric <br />load demand will require the addition of another breaker to provide adequate system reliability. To <br />provide adequate reliability for a new county hospital, as well as for the city's entire electric <br />system, the Electric Department entered into negotiations with SCE to provide the breaker at their <br />Colton substation. <br />STATEMENT OF THE PROBLEM <br />Department staff have been designing a new substation and transmission line in consideration of <br />the projected load. The city's expected load growth by the years 1998-2000 will require an <br />additional breaker to provide adequate system reliability. Staff, along with its consultant, Black & <br />Veatch, evaluated the present economics and circumstances vs. five years from now, and reached <br />the conclusion that SCE should install a third breaker now. SCE has agreed with the City to <br />provide, install, and maintain the third 66KV breaker at the Colton substation per aided facilities <br />under an integrated operations agreement. <br />ALTERNATIVES <br />None. <br />Page 1 of 2 Item No. Iq <br />
