ADJOURNED CITY COUNCIL AND REDEVELOPMENT AGENCY MEETING <br />July 29, 1975 <br />199 <br />In accordance with notice duly and legally given, an Adjourned Regular Meeting, Joint Session, of the City Council <br />of the City of Colton and the Redevelopment Agency for the City of Colton was held on the above given date at <br />7:30 p. m., in the Council Chambers of City Hall, Mayor Huntoon presiding. <br />ROLL CALL: <br />Council and Agency members present were Hayes, Rehrer, Gonzales, Chairwoman Spragins, and Mayor Huntoon. Also <br />present were City Manager Huffaker, City Attorney Hutton, and City Clerk Ramos. <br />Ordinance No. 1478 <br />City Attorney Hutton introduced Ordinance No. 1478 for second reading, reading it as to number and title only: <br />ORDINANCE NO. 1478 - AN ORDINANCE OF THE CITY OF COLTON APPROVING THE REDEVELOPMENT AGENCY PLAN FOR THE COOLEY RANCH <br />AREA, PROJECT NO. 4. <br />Moved by Councilwoman Spragins, seconded by Councilman Hayes and unanimously passed, second reading was approved and <br />Ordinance No. 1478 adopted. <br />EXECUTIVE SESSION! <br />The Redevelopment Agency for the City of Colton adjourned to Executive Session at 7:33 p. m., to discuss matters of <br />litigation. <br />The Redevelopment Agency for the City of Colton reconvened at 7:48 p. m., all members present. <br />ADJOURNMENT -- <br />There being no further business to come before the Joint Session of the City Council and the Redevelopment Agency, <br />on motion of Mayor Huntoon, seconded by Councilman Gonzales and unanimously passed, Chairwoman Spragins adjourned the <br />meeting at 7:50 p. m. <br />HELEN A. RAMOS <br />City Clerk <br />Approved this day of 1975. <br />Mayor <br />ADJOURNED COUNCIL MEETING <br />July 29, 1975 <br />In accordance with notice duly and legally given, an Adjourned Regular Meeting of the City Council of the City of <br />Colton was held on the above given date at 7:50 p. m., in the Council Chambers of City Hall, Mayor Huntoon presiding. <br />EXEMITTVE SESSTON- <br />The City Council adjourned to Executive Session at 7:51 p. m., on the request of Mayor Huntoon, to discuss Meet and <br />Confer negotiations. <br />The City Council reconvened at 8:55 p. m., all members present. <br />Meet and Confer. <br />Mayor Huntoon stated that with regard to the Meet and Confer negotiations, the City Attorney will make a statement <br />on behalf of the City Council. <br />City Attorney Hutton related that the City Council has very seriously and studiously looked into the problem of <br />arriving at some type of Memorandum of Understanding. In their deliberations and considerations, they feel that they <br />need additional input that is not going to be too difficult or too lengthy to obtain. As a result, the Council is <br />respectfully requesting the indulgence of the employees until that information is furnished to them. <br />Mr. Hutton continued that he has instructions to contact appropriate members of Staff as soon as possible to get <br />this information and to give it to the City Council, so that they can consider this in their further and future <br />deliberations, which will be at the next regular Council meeting, absent a call of a Special Meeting to consider <br />this one point. <br />Mr. Hutton said if he has made himself clear, substantially what he has said is the Council desires additional facts <br />which they feel are essential in reaching their decision and they request your indulgence in that respect. <br />City Clerk Request. <br />City Manager Huffaker referred to a memorandum from the City Clerk dated July 28, 1975, regarding an amending to <br />the 1975-76 Budget for microfilming funds. <br />Mr. Huffaker continued that Mrs. Ramos is requesting the amount of $1,643.73 be transferred from the Professional <br />Services Account to Capital Outlay in the City Clerk's Budget. <br />Moved by Councilman Hayes, seconded by Councilman Gonzales and unanimously passed, to approve transfer of $1,643.73 <br />from the Professional Services Account to Capital Outlay in the City Clerk's Budget, 1975-76. <br />11 <br />Employee Association. <br />Mr. Jim Cooper, Representative of the San Bernardino Public Employees Association, addressed the Council with regard <br />to the Meet and Confer sessions under negotiation and salary adjustments for the employees. Mr. Cooper referred to <br />the Memorandum of Understanding approved and adopted by the City Council during last year's Meet and Confer sessions <br />reading portions of the Memorandum, and requesting that the Council adhere to procedures already established. <br />Mr. Cooper concluded by asking that the City Council give serious thought and consideration to the request for the <br />salary adjustments of the City employees. <br />JUL 2 9 1975 <br />
