<br />The City Council adjourned to Executive Session at 8:20 p.m., on the request of Mayor Huntoon,
<br />and reconvened at 9:08 p.m., all members present.
<br />ADJOURNMENT:
<br />On motion of Councilman Hayes, seconded by Councilman Rehrer, and unanimously passed, Mayor
<br />Huntoon adjourned the meeting at 9:10 p.m., to meet for an Adjourned Regular Meeting on Monday,
<br />February 10, 1975, at 7:30 p.m., in the Council Chambers.

<br />In accordance with notice duly and legally given, an Adjourned Regular Meeting of the City Council of the City of
<br />Colton was held on the above given date at 7:30 p.m., in the Council Conference Room in City Hall, Mayor
<br />Huntoon presiding.
<br />ROLL CALL:
<br />Council members present were Hayes, Spragins, Rehrer, Gonzales, and Mayor Huntoon. Also present were City
<br />Manager Huffaker, Assistant to the City Manager Randy Johnsen, Planning Director George Williams, Community
<br />Services Director Earl Young, representatives of the Consulting Firm of Haworth, Anderson and Lafer consisting of
<br />Mr. Ed Haworth, Mr. Ralph Castaneda, and Mr. Shlomo Bacharach, and City Clerk Ramos.
<br />COMMUNITY DEVELOPMENT ACT:
<br />Planning Director Williams said that Mr. Ed Haworth and his associates will make the complete presentation this
<br />evening.
<br />Mr. Haworth stated there is no action necessary this evening by the City Council, this meeting is merely a work-
<br />shop type session to discuss the Community Development Act and the studies and reports that have been made thus
<br />far.
<br />Mr. Haworth continued there will be three items covered this evening - the Housing Assistance Plan, how to
<br />establish priorities for projects, and projects that have been suggested by the community, Staff, etc.
<br />Mr. Haworth then introduced one of his associates, Mr. Ralph Castaneda, who discussed and reviewed with
<br />Council members and Staff one of the reports entitled "Housing Assistance Plan", which deals with the housing
<br />conditions of the community.
<br />Mr. Castaneda reviewed the report briefly, pointing out statistics of Table I, Survey of Housing Conditions; Table II,
<br />Housing Assistance Needs of Lower Income Households; and Table III, Annual Goal for Housing Assistance, which
<br />deals with the elderly and the handicapped, and covers Section 8 and Section 202 Programs for housing; and Table IV,
<br />General Locations of Lower Income Housing.
<br />Mr. Haworth then introduced Mr. Shlomo Bacharach, who spoke on Criteria for Program Evaluation, consisting of
<br />seven catagories - Responsiveness, Range, Current Funding, Future Funding, Substitution, Economic Stimulation,
<br />and Interaction.
<br />Mr. Bacharach asked the Council to rate the seven criteria catagories for Program Evaluation, stating the City can
<br />develop their own criteria and liss.t priorities and projects according to importance and need in the community.
<br />The City Council placed the importance of the criteria catagories in the following order: (1) Responsiveness,
<br />(2) Range, (3) Economic Stimulation, (4) Future funding (5) Current Funding, (6) Substitution, and (7) Interaction.
<br />Mr. Haworth then discussed the preparation of the application for the Community Development Act funds, stating
<br />the City must realize the needs of the community, the objectives to be used to meet these needs, and the projects
<br />required to achieve the objectives.
<br />Mr. Haworth then gave a brief summary of the reports entitled "Community Development Plan and Program Summary
<br />of Needs " and "Community Development Needs Project Descriptions".
<br />Mr. Haworth said that a complete report and plan will be presented at the first public hearing held by the City
<br />Council.
<br />Mayor Huntoon and the Council members commended Mr. Haworth and his associates for the fine presentation and
<br />well written reports, and each one stated their enthusiasm for the program and future projects.
<br />Members of the community, Miss Rosemary Colunga, Mr. Martin Vega, and Mr. Ray Abril, spoke to the consultants
<br />with regard to the Housing Assistance Plan.
