184 <br />It was suggested that the Cemetery Assistant be returned to Finance as an Account Clerk II and that a Secretary to <br />the Superintendent be assigned to the Cemetery at a cost savings all the way around. <br />Councilwoman Spragins asked that the Council wrap up this session as no consensus on this budget appears near. <br />Mayor Huntoon asked what would be wrong if everyone took a 107. salary cut and 40 people were hired with this money. <br />Councilman Gonzales said it was a good point provided Colton people were hired. <br />Councilwoman Spragins said the 10% should include the Council members. <br />Mayor Huntoon agreed with both Council members.'and added the City could have all of his Mayor's salary. <br />ADJOURNMENT: <br />The time being 10:00 P.M., on motion of Councilwoman Spragins, seconded by Councilman Gonzales, the Mayor adjourned <br />the meeting. ?" <br />Ct <br />HELEN A. RAMOS <br />City Clerk <br />Approved this day of 1975. <br />Mayor <br />ADJOURNED COUNCIL MEETING <br />June 30, 1975 <br />In accordance with notice duly and legally given, an Adjourned Regular Meeting of the City Council of the City of <br />Colton was held on the above given date at 7:00 p. m., in the Council Chambers of City Hall, Mayor Huntoon presiding. <br />ROLL CALL: <br />Council members present were Hayes, Spragins, Rehrer, Gonzales, and Mayor Huntoon. Also present were City Manager <br />Huffaker, Assistant to the City Manager Johnsen, Finance Director McGuire, Electrical Utility Director Preece, <br />City Librarian Hornburg, Recreation Director Lofy, Community Services Director Young, Administrative Assistant Bob <br />Hadfield, and City Clerk Ramos. <br />Resolution No. 3524 <br />City Manager Huffaker discussed the proposed resolution that had been presented at a previous Council meeting regard- <br />ing the City of Colton's intention to make employee benefits effective July 1, 1975. <br />Mr. Huffaker read, in part, the proposed resolution to the Council members. <br />Moved by Councilwoman Spragins, seconded by Councilman Gonzales, Council approved Resolution No. 3524. Vote was <br />unanimous. <br />RESOLUTION NO. 3524 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON EXPRESSING INTENT TO MAKE EMPLOYEE <br />BENEFITS EFFECTIVE JULY 19 1975. <br />Community Services Budget. <br />City Manager Huffaker stated at the last budget session, Council discussed the Community Services Budget, termina- <br />ting on Page 96. <br />Councilwoman Spragins requested an explanation of the Vehicle Operating Expense, as listed on Page 42 and 43 of the <br />Budget, and the amount of $500 delegated to operate two pool cars, and an extra car in the Fire Department. <br />Mr. Huffaker explained there will be two cars available which will be transferred from the General Services budget, <br />one for Community Services and one for the Fire Department. <br />Councilwoman Spragins then questioned the amount of $1,800 in the Community Services Budget for Car Allowance, and <br />stated she felt this would not be needed if there was going to be a car available for the department. Mrs. Spragins <br />said this would then create a savings of $1,800. <br />Council discussion followed regarding the amount of City cars available for the departments' use and the feasibility <br />of the car pools. Council members felt if there were cars available to be used for City business, there would be no <br />need for car allowances, thereby establishing quite a savings. <br />Moved by Councilman Gonzales, seconded by Councilman Hayes, Council assigned an automobile to the Community Services <br />Department, and deleted the Car Allowance in the amount of $1,800 from the Community Services Budget. Vote was <br />unanimous. <br />Mayor Huntoon said his concern was will this be enough cars available for Staff. Mr. Huntoon said does Staff know <br />what they need, or don't they know what they need. <br />Councilman Rehrer questioned items on Page 96 under Capital Outlay of the Community Services -Parks Maintenance <br />Budget. <br />Councilman Gonzales stated that with regard to the Community Services Department, he is still opposed to the reorgani- <br />zation of that department that took place last year. <br />Mr. Gonzales reiterated his reasons for the elimination of three positions in that department, which include the <br />Administrative Assistant the Parks and Cemetery Superintendent, and the Secretary II position that was recently <br />filled for the Data Processing Division of the Finance Department. Mr. Gonzales felt the person that is now <br />assigned to the Cemetery Division could also be utilized in the Finance Department as needed. <br />Mr. Gonzales stated he feels the Parks and Cemetery Superintendent is a duplication of personnel and is not needed. <br />Mr. Gonzales referred back to the reorganizational chart that had been submitted for the Public Works Department, <br />stating the operating costs for that department have gone way over what was originally intended and submitted. <br />Mr. Gonzales sited examples such as the salaries for the Community Services Director, the Administrative Assistant, <br />and Professional Services (contracting engineer), which he felt was extravagant and exceeded the City's needs. <br />JUN 3 0 1975 <br />
