Chief Elliott justified the costs for Salaries, Training in the following catagories: Cardio -Pulmonary <br />Resuscitation (CPR), First Air Training, Range Training, Basic Academy Training, Teletype Training, and <br />Criminal Records Training Class. <br />Discussion was held on cost of CPR Training and additional cost for transfer of a Police Officer to ID Police <br />Officer. <br />Clarification was given on the Vehicle Operating Expense. Chief Elliott explained that he was now receiving <br />a Vehicle Allowance, that the 1976 Vehicle previously assigned to him had been transferred to the Community <br />Relations Officer, that the Community Relations Officer's Vehicle had been transferred to the City Manager's <br />Office. <br />Chief Elliott explained the deletion of the Narcotics Task Force as it has operated in the past and indicated <br />that alternates to program are being looked into. <br />Mayor Beltran asked that the cost and use of the xerox machine be looked into and in particular, controlled use <br />of the machine by a keying -in system. <br />Finance Director Holt gave the Council the new adjusted account balances within the Police Budget and reported <br />the total adjusted Police Budget is now $1,073,466. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to tentatively approve the modified Police Budget. <br />Unanimous vote. <br />Planning <br />City Manager Calabrese reported as the Acting Planning Director, saying that he had deleted an amount of $1,800 <br />for Vehicle Allowance. <br />The City Council inquired about the amount budgeted in the permanent salaries account, asking what step range <br />was budgeted for the Planning Director Position. <br />City Manager Calabrese replied that the amount budgeted covers the E Step Salary Range, however, an entry level <br />step for hiring of a new Planning Director has not yet been determined. Mr. Calabrese stated that if Council <br />desired, it could reduce the permanent salary account somewhat. <br />Councilman Rehrer asked if the salary account is left as is and the Planning Director's position is filled at <br />lower range than the E Step, then there would be a surplus in the permanent salary account as well as, in the <br />Fringe Benefits. <br />Finance Director Holt replied that this was correct. <br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to tentatively approve the Planning Department's <br />Budget minus the $1,800 deleted by the City Manager. Unanimous vote. <br />Building and Safety <br />City Manager Calabrese read a memorandum from the Director of Building and Safety, Mr. Twiss, in which Mr. Twiss <br />suggested that Account 01-3010-35 (Professional Services) could be decreased to $1,500. <br />Moved by Councilman Gonzales, seconded by Councilwoman Cisneros, to tentatively approve the Building and Safety <br />Budget minum $1,500 in Account 35. Unanimous vote. <br />RPtirPmPnt <br />Assistant to the City Manager Johnsen, explained that the $700 budgeted is for administration charges made by the <br />Public Employees' Retirement System and for actuary work that the City might require. <br />Moved by Councilwoman Cisneros, seconded by Councilman Gonzales, to tentatively approve the Retirement Budget. <br />Unanimous vote. <br />Debt Service <br />Finance Director Holt explained the amounts budgeted are fixed amounts needed to pay the principle and interest on <br />various bonds payable by the City. <br />Mr. Calabrese reported that the City of Colton is not in a bad condition with a $156.00 per capita long term debt. <br />Mr. Calabrese compared the $156.00 to New York's long term debt of $1,283.00 per capita. <br />ADJOURNMENT: <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to adjourn.
