VERALRUD <br />Deputy City Clerk <br />City of Colton <br />Approved this 15th day of July, 1980. <br />* * * * * * * * * * * * * * * * <br />ADJOURNED COUNCIL MEETING <br />JULY 85 1980 <br />In accordance with notice duly and legally given, an Adjourned Regular Meeting <br />of the City Council of the City of Colton was held on the above given date at <br />6:30 p. m., in the Council Chambers of City Hall, Mayor Gonzales presiding. <br />ROI I CAI I <br />441 <br />Council Members present were Hayes, Cisneros, Rehrer, Garcia, and Mayor Gonzales. <br />(� Also present were City Attorney Edwards, City Clerk Ramos, and Special Counsel for <br />the City of Colton Edward Taylor. <br />Q Personnel <br />Q <br />Q Mr. Edward Taylor, Special Counsel for the City of Colton, stated this is the time <br />and place fixed for Public Hearing on Resolution No. 4007, entitled RESOLUTION OF <br />THE CITY COUNCIL OF THE CITY OF COLTON OF INTENTION TO REMOVE THE CITY MANAGER OF <br />THE CITY OF COLTON, the City Manager who is the subject.of this hearing is Benny <br />Gonzales. <br />Mr. Taylor then asked Mayor Gonzales if he wished to make a statement concerning <br />these proceedings and the grounds that are contained in the Resolution of Intention. <br />Mayor Gonzales stated in the interest of time, anyone wishing to speak at this <br />hearing, either in favor of or opposed to, will be limited to two minutes. Mayor <br />Gonzales further stated that the Chair will not tolerate any unruly participation <br />from the audience, and if need be, the Chambers will be cleared. <br />Mr. Taylor stated for the record, he is Edward F. Taylor, Special Counsel for the <br />City of Colton. <br />Mayor Gonzales read in full the following statement. <br />r n P v <br />At the outset, let me state my understanding of the professional relationship encom- <br />passed in the framework of the City Manager form of government as adopted by the <br />People of Colton in their initiative election of 1956. <br />At the time of his appointment Benny Gonzales and.the Council each recognized that <br />his service extended for an indefinite term, and that he was removable at the pleasure <br />of the Council. At this time, it appears to me, as Mayor, that under the circumstances <br />a satisfactory working relationship between Benny Gonzales and the Council is no longer <br />possible to maintain, but I am pleased that he has this opportunity to defend himself <br />against the reasons upon which this City Council bases its proposal to remove him. <br />The provisions of the City Ordinance giving a City Manager such a right to defend <br />himself and clear his name is unique in California. <br />I enter this proceeding as one of the majority of City Council members who adopted <br />the Resolution of Intention to Remove Benny Gonzales. I believe this City Council <br />joins me in keeping an open mind, and the desire to hear all of his testimony and <br />discussion before taking final action to discharge, or retain him. <br />We have to focus immediately upon a city manager's qualities, his competency as an <br />administrator, his ability to execute and deliver in response to policy direction <br />from the majority of the City Council, and, of necessity his rapport with city leg- <br />islators and personnel. Last but not least, his public relations must stand scrutiny. <br />JUL ��� <br />
