ADJOURNED CITY COUNCIL MEETING JULY 91 1990 In accordance with notice duly and legally given, an Adjourned Regular Meeting of the City Council of the City of Colton was held on the above given date at 10:00 a.m., in the Council Chambers of City Hall, Mayor Gonzales presiding. ROLL CALL Council Members present were Rehrer, Lofy, and Mayor Gonzales. Also present were City Manager Sotelo, City Attorney Edwards, and Deputy City Clerk Veralrud. Absent were Councilwoman Cisneros, Councilman Rios, and City Clerk Ramos. Victory Outreach/Request for Carnival City Manager Sotelo reported on the request from Victory Outreach to hold a Carnival at Veterans Park on July 13, 14 and 15, 1990. Mr. Sotelo continued the three major concerns regarding this event are the legal factor, sufficient insurance, and available space. Mr. Sotelo also referred to Staff's report and 14 conditions of approval. City Attorney Edwards advised as far as the legal factor, the carnival can be permitted. Deputy City Clerk Veralrud stated the City Clerk's Office is awaiting a return call from ICRMA, the City's insurance risk management author- ity, regarding the insurance, however, it is also necessary that Victory Outreach provide proof of their insurance. Mr. Sotelo stated the ballfield in Veterans Park would be the only area available for the Carnival. Mr. Sotelo said details will have to be worked out - how rides will be placed and where, hours of operation, etc. Linda Rosco, Victory Outreach, stated they have no problems with the conditions and requirements as outlined, and they would be happy to provide copies of their insurance coverages, which is in excess of one million dollars. Moved by Councilman Lofy, seconded by Councilman Rehrer, to approve request from Victory Outreach to hold a Carnival in Veterans Park on July 13, 14 and 15, 1990, subject to conditions and requirements as outlined.
