R-20-08 <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, <br />CALIFORNIA COVENANTING TO FORM A JOINT POWERS <br />AUTHORITY WITH THE CITY OF RIALTO, THE COUNTY OF SAN <br />BERNARDINO, AND THE WEST VALLEY WATER DISTRICT TO <br />ADDRESS GROUNDWATER CONTAMINATION IN THE RIALTO <br />COLTON BASIN <br />WHEREAS, there is a critical need for a coordinated effort to develop, facilitate, <br />finance, and implement groundwater treatment programs required of responsible parties in the <br />I Rialto Colton Basin ("Critical Need"); and <br />WHEREAS, the City of Rialto, the City of Colton, the West Valley Water District and <br />I the County of San Bernardino are committed to form a Joint Powers Authority ("JPA") in order <br />to efficiently and effectively address the Critical Need; and <br />WHEREAS, the JPA will coordinate with federal, state, and local agencies and <br />potentially responsible parties in developing, facilitating, and financing the implementation of <br />groundwater treatment plans to ensure an efficient and effective cleanup effort by those <br />responsible; and <br />WHEREAS, the best interests of the City are served by being a member of the JPA. <br />BE IT NOW THEREFORE RESOLVED AS FOLLOWS: <br />SECTION 1. The City hereby commits to be a member of the JPA. <br />SECTION 2. City staff is directed to work with the staff of the other named entities in <br />order to prepare a proposed JPA agreement for consideration and adoption by the County and <br />each of the named entities. <br />SECTION 3.
