R-66-09 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON <br />APPROVING AND ADOPTING A JOINT AGREEMENT WITH THE COUNTY OF <br />SAN BERNARDINO FOR THE PURPOSE OF COOPERATING IN THE SENIOR <br />HOME REPAIR PROGRAM <br />WHEREAS, the Housing and Community Development Act of 1974, as amended <br />(Public Law 93-383), provides that Community Development Block Grant (CFDA 14.218), <br />hereinafter referred to as "CDBG", funds may be used for the support of activities that <br />provide decent housing and suitable living environments and expanded economic <br />opportunities principally for persons of low and moderate income; and, <br />WHEREAS, the Department of Housing and Urban Development (HUD) <br />subsequently allocated CDBG funds to the County of San Bernardino "COUNTY"; and <br />WHEREAS, CDBG funds have been allocated to the City of Colton "CITY"; and, <br />WHEREAS, at the Council meeting of April 24, 2009, City executed a Delegate <br />Agency Agreement with the County to implement the CDBG program for fiscal years 2009 — <br />2010, 2010 — 2011 and 2011 — 2012, and is defined as a participating city; and <br />WHEREAS, assisting seniors and disabled citizens is an established need in the <br />County Consolidated Plan for fiscal years 2005 — 2010; and <br />WHEREAS, the County, through the Department of Community Development and <br />Housing (CDH), has operated and desires to continue operating the Senior Home Repair <br />Program (SHRP) to provide minor repairs to low-income senior citizens residing within the <br />City; and, <br />WHEREAS, the City and County desire to allocate a portion of their share of CDBG <br />funds to the County's SHRP; and, <br />
