R-33-10 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON APPROVING AND ADOPTING THE ANNUAL GANN LIMIT FOR THE FISCAL YEAR 2010-2011 WHEREAS, the voters of California, on November 6, 1979, added Article XIII -B to the State Constitution placing various limitations on the appropriations of the state and local governments; and WHEREAS, Article XIII -B provides that the appropriations limit for the fiscal year 2010-2011 is calculated by adjusting the base year appropriations of fiscal year 1978-79 for changes in the cost of living and population; and WHEREAS, the City of Colton has complied with all the provisions of Article XIII -B in determining the appropriations limit for fiscal year 2010-2011 utilizing the County population index; and WHEREAS, the City of Colton must make the necessary determinations regarding the use of a cost -of -living index change and the population index change beginning in 2010- 2011 NOW, THEREFORE, BE IT RESOLVED that the appropriations limit for fiscal year 2010-2011 shall be $55,305,854 for the City of Colton, and; BE IT FURTHER RESOLVED, that the fiscal year 2010-2011, the City of Colton selects the California percentage change in per capita income as its cost -of -living index change as determined by the California State Department of Finance and that the City of Colton selects the population index change for the County as a whole instead of the change in City population as its population index change.
