I RESOLUTION NO. R-91-18 <br />2 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, CALIFORNIA <br />3 ADOPTING THE FY 18/19 MEASURE I FIVE YEAR CAPITAL IMPROVEMENT PLAN AND <br />THE MEASURE I EXPENDITURE STRATEGY PLAN. <br />4 <br />WHEREAS, the City of Colton is a municipal corporation duly organized and existing <br />5 <br />pursuant to the Constitution and laws of the State of California ("City"); and <br />6 <br />7 WHEREAS, San Bernardino County voters approved passage of Measure I in November <br />8 2004, authorizing the San Bernardino County Transportation Authority to impose a one-half of <br />9 one percent retail transactions and use tax applicable in the incorporated and unincorporated <br />10 territory of the County of San Bernardino; and <br />I 1 WHEREAS revenue from the tax can only be used for transportation improvement and <br />12 traffic management programs authorized in the Expenditure Plans set forth in Ordinance No. 04- <br />13 1 of the Authority; and <br />14 WHEREAS the Strategic Plan requires each local jurisdiction applying for revenue from <br />15 <br />the Local Streets Program to annually adopt and update a Five -Year Capital Improvement <br />16 <br />Program, and <br />17 <br />18 WHEREAS, Expenditure Plans of the San Bernardino County Transportation Authority <br />19 Ordinance No. 89-1 also require that each local jurisdiction annually adopt and update its Capital <br />20 Improvement Plans; and <br />21 WHEREAS, California Public Utilities Code 190300 and Ordinance No. 04-1 require <br />22 each local jurisdiction to maintain General Fund expenditures for transportation -related <br />23 construction and maintenance activities at the required Maintenance of Effort base year level in <br />24 each fiscal year of the adopted Five -Year Capital Improvement Plan, which for the City of Colton <br />25 is $ 313,796. <br />26 <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF COLTON, <br />27 <br />STATE OF CALIFORNIA DOES HEREBY resolve, reaffirm and adopt the Fiscal Year <br />28 <br />
