R-44-17 <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF COLTON TO AMEND SCHEDULE NEM NET <br />ENERGY METERING OF THE ELECTRIC RULES AND <br />RATE SCHEDULES IN THE CITY OF COLTON <br />CUSTOMER SERVICE POLICY, TO ADJUST THE NET <br />ENERGY METERING COMPENSATION RATE <br />(AVOIDED COST OF ENERGY MECHANISM) <br />WHEREAS, the City of Colton is a general law city, duly organized and existing <br />under the laws of the State of California and situated in the County of San Bernardino; and, <br />WHEREAS, the City Council of the City of Colton has jurisdiction over the <br />implementation of rules and rates for the Electric Utility as propounded in the Customer <br />Service Policy; and, <br />WHEREAS, the existing Electric Rules and Rate Schedules in the Customer Service <br />Policy were updated on August 2, 2016; and, <br />WHEREAS, the Colton Electric Department currently pays an average of slightly <br />above $.060 per kWh for renewable energy from existing supplies in its energy resource <br />portfolio; and, <br />WHEREAS, Colton Electric department is receiving proposals for new renewable <br />projects offered by developers at prices ranging from $0.0285/kWh and $0.045/kWh for large <br />Solar PV projects and $0.045/kWh to $0.07/kWh for projects less than 1 MW within the city <br />borders; and, <br />WHEREAS the Colton Electric Department also receives all the renewable attributes <br />of renewable energy including Renewable Energy Credits (RSCS) included in the purchase <br />from these resources but does not receive any RECS from its Net Energy Metering (NEM) <br />customers; and, <br />WHEREAS, the Colton Electric Department now desires to amend Schedule NEM <br />Net Energy Metering to comply with California Assembly Bill 920 (AB920) and to set the net <br />energy metering compensation rate (Avoided Cost of Energy Mechanism) to $0.040 per kWh <br />(the calculation includes $0.0285/kWh avoided cost of energy, $0.0115/kWh transmission <br />cost, and $0.000/kWh avoided cost of capacity), for the purchase of energy resulting from <br />over -production of on-site renewable energy. <br />
