R- 53-15 <br />A RESOLUTION OF THE CITY COUNCIL, TO AMEND THE FISCAL YEAR <br />2014/2015 CAPITAL IMPROVEMENT BUDGET TO SET UP APPROPRIATION <br />INTO THE DEVELOPMENT IMPACT FEES AND INTO THE MEASURE i <br />ARTERIAL FOR THE LA CADENA DRIVE OVER SANTA ANA RIVER <br />BRIDGE REPLACEMENT PROJECT. <br />WHEREAS, The City of Colton has received Caltrans Highway Bridge Program (HBP) <br />and Measure I Capital Project Needs Analysis (CPNA) Valley Street and Freeway Interchange <br />Program funding for the La Cadena Drive Over Santa Ana River Bridge Replacement Project), <br />and; <br />WHEREAS, Through the HBP, Caltrans issues grants to owners of local bridges for the <br />replacement of structurally deficient or functionally obsolete bridges. The City of Colton will be <br />completely reimbursed for the engineering design/environmental assessment phase of the project, <br />with a Caltrans Highway Bridge Program grant (HBP) providing 88.53% of the funding and the <br />11.47% local match being provided by both the Measure I Arterial and the Development Impact <br />Fees. Out of the 11.47%, the Measure I Arterial will cover 56.40% and the Development Impact <br />Fees will cover 43.60%, and; <br />WHEREAS, The Funding will be utilized to support the City's goal to improve the City's <br />traffic circulation, infrastructure and traffic safety by replacing the bridge. The existing 4 -lane <br />street bridge was constructed in 1929. It is currently listed on the Federal Eligible Bridge List <br />(EBL) and rated "Structurally Deficient (SD)" with a very low Sufficiency Rating (SR) of 25.2. <br />The low SR indicates that the existing structure is seriously deteriorated and structurally deficient <br />requiring prompt structural corrections. and; <br />WHEREAS, When the project was initiated back in FY2012/2013, the local match was <br />covered entirely out of the Measure I account, and; <br />-1- <br />
