R-76-15 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON <br />APPROVING AND ADOPTING THE ANNUAL GANN LIMIT FOR THE <br />FISCAL YEAR 2015-16 <br />WHEREAS, the voters of California, on November 6, 1979, added Article XIII -B to the <br />State Constitution placing various limitations on the appropriations of the state and local <br />governments; and <br />WHEREAS, Article XIII -B provides that the appropriations limit for the Fiscal Year <br />2014-15 is calculated by adjusting the base year appropriations of Fiscal Year 1978-79 for <br />changes in the cost of living and population; and <br />WHEREAS, the City of Colton has complied with all the provisions of Article XIII -B in <br />determining the appropriations limit for Fiscal Year 2015-16 utilizing the County population <br />index;and <br />WHEREAS, the City of Colton must make the necessary determinations regarding the <br />use of a cost -of -living index change and the population index change beginning in 2015-16; <br />NOW, THEREFORE, BE IT RESOLVED that the appropriations limit for Fiscal Year <br />2015-16 shall be $73,587,700 for the City of Colton as reflected in Schedules A and B, and; <br />BE IT FURTHER RESOLVED, that for the Fiscal Year 2015-16, the City of Colton <br />selects the California percentage change in per capita income as its cost -of -living index change <br />as determined by the California State Department of Finance and that the City of Colton selects <br />the population index change for the County as a whole instead of the change in City population <br />as its population index change. <br />PASSED, APPROVED AND ADOPTED this 16th day of June, 2015. <br />Richard A.
