R-79-15 <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, <br />CALIFORNIA, FOR THE RENEWAL OF SOUTHERN CALIFORNIA PUBLIC <br />POWER AUTHORITY (SCPPA) AND NON SCPPA EXISITNG CONTRACTS FOR <br />PUBLIC BENEFIT ENERGY EFFICIENCY PROGRAMS <br />WHEREAS, SCPPA, is a Joint Powers Authority, formed in 1980 under the Joint <br />Exercise of Powers Act of the California Legislature; and <br />WHEREAS, the City of Colton as a SCPPA member has the benefit of participating in <br />Professional Service Agreements that SCPPA executes at the request of and on the behalf of its <br />members; and <br />WHEREAS, the California Legislature passed Senate Bill (SB) 1037 requiring publicly <br />owned utilities (POU) to report kilowatt (kWh) savings to the California Energy Commission <br />(CEC) annually; and <br />WHEREAS, Staff recommends that renewing the existing SCPPA and non-SCPPA EE <br />programs CED will assist in achieving the kWh savings to meet EE goals equivalent to 1% of <br />retail sales. <br />NOW, THEREFORE, the City Council of the City of Colton does hereby resolve the <br />following: <br />Section 1. This City Council finds and declares that the following existing SCPPA EE <br />contracts to be renewed: <br />• Richard Heath & Associates (RHA), residential energy audit and direct installation <br />• Appliance Delivery and Recycling Services Agreement (ARCA) <br />• LivingWise school EE education program kits for 61^ grade classes <br />• Keep Your Cool (KYC) commercial refrigeration program <br />
