R-129-15 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON <br />CONFIRMING THE CITY MANAGER/DIRECTOR OF EMERGENCY <br />SERVICES' PROCLAMATION OF THE EXISTENCE OF A LOCAL <br />EMERGENCY <br />WHEREAS, California Government Code, Section 8630 and Section 2.28.070 of the <br />Colton Municipal Code empower the Director of Emergency Services/City Manager to <br />proclaim a local emergency if the City Council is not in session and requires that the City <br />Council shall take action to ratify the proclamation; and <br />WHEREAS, conditions of extreme peril to the safety of persons and property have <br />arisen within the City of Colton and the adjacent City of San Bernardino, caused by the <br />terrorist attack commencing on or about 11:04 a.m. on the day of December 2, 2015, at the <br />Inland Regional Center located at 1365 S. Waterman Avenue within the City of San <br />Bernardino, and subsequent terrorist investigations occurring, and at which time the City <br />Council of the City of Colton was not in session; and <br />WHEREAS, in response to the terrorist attack, resources from the City were <br />Iimmediately required and continue to be expended to care for, protect and ensure the <br />ongoing safety of City employees and residents, including victims of the shooting <br />I transported to Arrowhead Regional Medical Center in the City of Colton, and <br />WHEREAS, the City is actively involved in cooperating with the ongoing investigation <br />of the terrorist attack with the Federal Bureau of Investigation, San Bernardino County <br />Sheriff's Department, City of San Bernardino Police Department and other assisting <br />agencies; and <br />1 <br />
