R-88-14 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF COLTON TO ESTABLISH AN INTERRUPTIBLE RATE <br />PROGRAM TO HELP THE COLTON ELECTRIC <br />DEPARTMENT MEET THE FLEXIBLE CAPACITY <br />REQUIREMENTS SET BY THE CALIFORNIA <br />INDEPENDENT SYSTEM OPERATOR (CAISO) <br />WHEREAS, the City of Colton is a general law city, duly organized and existing <br />under the laws of the State of California and situated in the County of San Bernardino; and, <br />WHEREAS, the City Council of the City of Colton has jurisdiction over the <br />implementation of programs provided by the Colton Electric Department (CED); and <br />WHEREAS, effective October 1, 2014, the CED is required to meet the CAISO's new <br />flexible capacity requirements, or pay the CAISO to acquire capacity on its behalf; and <br />WHEREAS, the implementation of an interruptible rate program could help CED in <br />meeting its flexible capacity requirements by encouraging its customers to volunteer to <br />participate in load reduction during times when CED is instructed to reduce load by CAISO; <br />and <br />WHEREAS, an interruptible rate program will benefit the participating customers by <br />providing them a credit on their energy bill in exchange for their willingness to reduce load <br />when the CED is instructed to do so by the CAISO. <br />NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF COLTON DOES <br />HEREBY RESOLVE AS FOLLOWS: <br />That the City Council finds it is appropriate to establish an Interruptible Rate <br />Program as proposed in Exhibit "A" attached and made part hereof to become effective <br />immediately. <br />PASSED, APPROVED AND ADOPTED this 16th day of September, 2014. <br />CAROLINA P.
