R-96-11 <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, <br />CALIFORNIA APPROVING INCREASE OF THE FISCAL YEAR 2011-2012 <br />CAPITAL IMPROVEMENT BUDGET IN THE AMOUNT OF 1,019,855. FOR THE <br />COLTON QUIET ZONE PROJECT AND $255,940 FOR THE COLTON CROSSING <br />GRADE SEPARATION WALL TREATMENTS, GRAFFITI ABATEMENT AND <br />REMEDIATIONS. <br />WHEREAS, the City Council of the City of Colton desires to provide maintenance and <br />remediation for the Colton Crossing Grade Separation to maintain the aesthetics of the vicinity <br />surrounding Colton Crossing Grade Separation; and <br />WHEREAS, the City Council of the City of Colton has approved a Letter Agreement <br />with Union Pacific Railroad identifying the roles and responsibilities of the City of Colton for <br />providing Wall Treatments, Graffiti Abatement and Remediations to the Colton Crossing <br />Grade Separation Project; and <br />WHEREAS, UPRR is funding $255,940. for costs related to the COLTON CROSSING <br />GRADE SEPARATION PROJECT Wall Treatments, Graffiti Abatement and <br />Remediations; and, <br />WHEREAS, the City Council of the City of Colton desires to improve the local rail <br />traffic noise conditions for the City of Colton by establishing a quiet zone; and <br />WHEREAS, the City Council of the City of Colton is establishing a quiet zone by <br />eliminating two existing grade crossings at "H" Street and "E" Street respectively and <br />improving the rail crossing signals at two existing grade crossing gates at Valley Boulevard <br />and Olive Street to meet the California Public Utilities Commission and the Federal Railroad <br />Administration quiet zone crossing standards; and: <br />WHEREAS, the City shall be the lead agency to construct the PROJECT according to <br />SANBAG's final PROJECT plans and specifications, provide project advertisement, project <br />award and construction management for the Colton Quiet Zone Project; and <br />WHEREAS, the City will process payments regarding construction and construction <br />management and thereafter, submit for payment from the SAN BERNARDINO COUNTY <br />TRANSPORTATION AUTHORITY, for 100% of all construction, capital, and construction <br />support cost for construction of roadway improvements for the COLTON QUITE ZONE <br />PROJECT; and <br />
