ITEM #15 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF August 19, 2008 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Daryl J. Parrish, City Manager <br />SUBJECT: Amend Existing Professional Services Agreement with Mathis & Associates <br />for Development of City Council Norms and Ethics Policy in an Amount Not <br />To Exceed $50,000, Approve Additional Scope of Work, Extend Term of <br />Contract to June 30, 2009 and Approve City Manager to Execute <br />Corresponding Professional Services Agreement. <br />DATE: August 11, 2008 <br />BACKGROUND: <br />On October 18, 2007 the City entered into a Professional Services Agreement with Dr. Mathis & <br />Associates (herein "Dr. Mathis") in order for the firm to develop for the City of Colton a City <br />Council "Norms and Ethics Policy." The value of this contract was an amount not -to -exceed <br />$15,000 and was scheduled to be completed by April 30, 2009. The scope of work completed <br />under the initial Professional Services Agreement included: <br />Schedule initial meetings with City Manager and Best Best & Krieger LLP (City <br />Attorney), followed by meeting with Best Best & Krieger LLP ethics specialists; <br />2. Schedule meetings with Mayor followed by meetings with all Council Members to <br />prepare initial outcomes, history and background for the joint production of ethics <br />statements, Council Norms between Council Members and Council Norms with Staff, <br />including guidelines for the City Manager and City Attorney; <br />3. Schedule an initial evening session to present findings, make recommendations and <br />obtain Council authorization to work with Best Best & Krieger LLP (City Attorney) to <br />complete the best ethics policy for the Council, Community and Staff, <br />4. Preparation by Consultant of research in all necessary components of the best ethics <br />policy model, draft outline of Council Norms and work with designated City Council <br />committee to proceed with bringing the policy model to the next workshop; <br />5. Hold a Council Workshop to define consequences or other enforcement options to <br />lever the use of the best Ethics and Council Norms; <br />6. Hold a City Council Training session to clarify roles and responsibilities of Mayor, <br />Council and Staff in the new system. Schedule 6 -month follow-up session; <br />
