Vernon June 30, 1987 0-8-87 Rancho/Mill July 5,1994 0-13-94 At the formation of each project area, a redevelopment plan was adopted. The redevelopment plan creates the legal framework that allows redevelopment agencies to focus its efforts on eliminating blight. It provides a description of specific geographic areas, the blighting conditions in those areas, the type of projects that will be required to improve the conditions, as well as time limits for incurring debt and collecting tax increment to pay for these projects. Section 33490 to the Health and Safety Code requires that a redevelopment agency create and update an Implementation Plan every five years. An Implementation Plan identifies specific goals and objectives, activities and projects for each project area. On December 7, 1994, the Agency Board adopted Agency Resolution No. 654, which adopted the 1995-1999 Implementation Plan. Agency Resolution No. 752 was adopted on February 29, 2000, updating and approving the 2000-2004 Implementation Plan. The 2005-2009 Implementation Plan was adopted through Agency Resolution No. 839 on March 15, 2005.
