TO: HONORABLE MAYO nd CITY COUNCIL A <br />FOR: Co cil eetin <br />FROM: a ' . amora, o unity Development Director G <br />SUBJECT: Public Hearing an first ading of an Ordinance adding <br />Chapters 9.26 and 9.2 to the Colton Municipal Code to <br />adopt measures to abate and prevent the proliferation of E <br />graffiti. <br />ACKGROUND: <br />Consistent with Council's direction, Staff (comprised from Police, Public Works, and Parks <br />Recreation and Human Services, along with Community Development) met with Council - <br />members Cisneros, Cook, and Beltran to create an ordinance delineating graffiti abate- D <br />ment procedures and Graffiti prevention. <br />DISCUSSION/ANALYSIS: A <br />Recently, the incidence of graffiti has increased dramatically within the City. The Council ~ <br />finds that the incidence of graffiti is detrimental to the public health, safety and general <br />welfare of the City by creating blight, devaluing property and detracting from the sense of <br />community enjoyed by the residents of Colton. The abatement of graffiti will enhance the <br />appearance, benefit and appreciate the values of properties in the City. <br />NANCIAL IMPACT: R <br />The approval and adoption of this ordinance will not have a direct financial impact to the <br />city.
