FRASER, DIRECTOR OF WATER & WASTEWATER OPERATIONS <br />SUBJECT: SET A PUBLIC HEARING FOR JULY 15, 2003 TO ADOPT A RESOLUTION AMENDING THE BASIC <br />FEE FOR STORMWATER MANAGEMENT AND THE STORMWATER MANAGEMENT FEE <br />DATE: June 4, 2003 <br />BACKGROUND <br />In October 1990 the County of San Bernardino Flood Control District was issued a five-year NPDES <br />Stormwater Permit, with 16 incorporated cities as co -permittees. The second five-year permit took effect for <br />the period of October, 1995 to October, 2000, and a third permit is now in effect until October 2005. <br />DISCUSSION /ANALYSIS <br />There is no increase in the Basic Fee for Stormwater Management and the Stormwater Management Fee. <br />Landowners, who have not changed their property usage, will not receive an increase over previous two years' <br />fees. The proposed amendment affects only the vacant parcels that have been developed, or have changed <br />to a different designated land use group. The fees collected this year will fund FY03-04, which includes the <br />City's operational costs for street sweeping, storm drain cleaning, roadway maintenance and litter control. <br />FISCAL IMPACT <br />Cost to the City's residential and commercial landowners is the same as previous years. The revenue is used <br />to fund the City's NPDES Stormwater Program, as mandated by Federal and State regulations. Without the <br />Stormwater Fees, the General Fund would have to cover the costs for the on-going Stormwater Program, <br />which were $640,570 for FY02-03. <br />ENVIRONMENTAL IMPACT <br />The NPDES Stormwater Program is a part of the Federal Clean Water Act and is intended to improve the <br />Nation's waterways. The Federal Government mandates compliance with the NPDES Stormwater <br />requirements and the State Regional Water Quality Control Board enforces the requirements. <br />RECOMMENDATION <br />Staff recommends that the Colton Utility Authority set a Public Hearing for July 15, 2003 to adopt a Resolution <br />Amending the Basic Fee for Stormwater Management and the Stormwater Management Fee as set by the <br />Colton Municipal Code, Chapter 14.01. <br />REVIEW TEAM ONLY <br />City Attorney: Finance Director: <br />City Manager: Human Resource Manager: <br />Page 1 of 1 <br />
