CITY OF COLTON Item #17 <br />AGENDA REPORT <br />For the Colton Utility Authority Meeting of June 1, 2004 <br />TO: HONORABLE CHAIRPERSON & MEMBERS OF THE COLTON UTILITY AUTHORITY <br />FROM: ERIC FRASER, DIRECTOR OF WATER AND WASTEWATER OPERATIONS <br />SUBJECT: AWARD OF SECOND YEAR BIO -SOLIDS CONTRACT TO SYNAGRO IN <br />THE AMOUNT OF $19.97/TON FOR CLASS "A" AND $33.82 FOR CLASS "B" <br />BIO -SOLIDS. <br />DATE: <br />BACKGROUND <br />The FY 04-05 Wastewater budget includes funds for the hauling and disposal of bio -solids <br />(wastewater sludge) from the Colton Water Reclamation Facility (CWRF). Under terms of the existing <br />contract a second year may be awarded to Synagro at the recommendation of the Director of Water and <br />Wastewater Operations. <br />DISUCSSION & ANALYSIS <br />The CWRF solicited bids for a one-year contract, with an option for a second year, to haul and dispose of <br />bio -solids from the CWRF. The first year's contract FY 03-04, will expire on June 30,2004. The CUA has the <br />option to award the second year's contract for FY 04-05 to Synagro. The required thirty -day written notice <br />for the second year was mailed to Synagro on Thursday, May 20, 2004. <br />FINANCIAL IMPACT: <br />Sufficient funds are available in the Wastewater Professional Services Account 522-8200-8200-2350 for <br />sludge hauling. <br />ENVIRONMENTAL IMPACT: <br />The USEPA, State of California and the County of San Bernardino govern the environmental manner in <br />which bio -solids are disposed of. The hauler must comply with all Federal, State, and County Environmental <br />regulations. <br />CONFLICT OF INTEREST: <br />Synagro <br />President: Bob Bouchet, President <br />Contact: Robert F.
