Item #11 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COLTON UTILITY AUTHORITY MEETING OF NOVEMBER 2, 2004 <br />TO: HONORABLE CHAIRPERSON AND UTILITY AUTHORITY MEMBERS <br />FROM: ERIC R. FRASER, DIRECTOR OF WATER & WASTEWATER OPERATIONS <br />SUBJECT: AWARD OF CONTRACT FOR PRETREATMENT PROGRAM SERVICES TO G&G <br />ENVIRONMENTAL COMPLIANCE, INC. IN AN AMOUNT NOT TO EXCEED $71,913.00 <br />DATE: OCTOBER 25, 2004 <br />BACKGROUND: <br />The City is required by state and federal law to maintain all requirements under the National Pollution <br />Discharge Elimination System (NPDES) Permit issued by the State of California. The NPDES requirement <br />states that the City is to maintain a Program that provides inspection, monitoring, enforcement, reporting, <br />commercial and industrial user plan check, waste strength determinations used to calculate commercial <br />and industrial discharge rates and activities necessary to ensure compliance with the discharge <br />requirements of the NPDES Permit. The existing Program includes nine (9) permitted businesses, which <br />include four (4) that are classified as Significant Industrial Users. <br />DISCUSSIONIANALYSIS: <br />The CUA solicited requests for proposals from six (6) Pretreatment Program Management firms. Two <br />firms submitted proposals, the remainder did not respond or indicated that they were unable to perform the <br />work in the necessary time frame and did not submit a proposal. Water Division Staff conducted interviews <br />with Krieger and Stewart Inc. and G&G Environmental Compliance, Inc. to review their proposals. After <br />interviewing both firms staff determined the proposal from Krieger and Stewart initially under estimated the <br />scope of the program and would require nearly twice the number of hours to fully implement the City's <br />Pretreatment Program. Empirical data from the current contract indicates approximately 1,100 hours per <br />year are necessary to conduct the program. Assuming an average hourly rate of $110 per hour, the cost to <br />the City would be higher than the equivalent services provided by G&G Environmental Compliance, Inc. <br />G&G Environmental Compliance, Inc. has currently been providing the services under contract. The <br />pretreatment services that G&G Environmental has been providing for the City's Wastewater Utilities <br />Division continues to meet all state and federal NPDES permit requirements. Staff recommends that the <br />contract be awarded to G&G Environmental Compliance, Inc. based upon their approach and schedule. <br />(Please see attached RFP Analysis). <br />FINANCIAL IMPACT: <br />Sufficient funds are available in the Professional Services Account Number 522-8200-8200-2350-0000- <br />000. <br />ENVIRONMENTAL IMPACT: <br />Failure to administer the program in accordance with State and Federal laws could result in illegal <br />discharges to the Santa Ana River or other wastewater treatment violations. <br />CONFLICT OF INTEREST — Gift Disclosure Requirements <br />Exact Business Name: G&G Environmental Compliance, Inc. <br />President or Equal: Gary Ethridge, President <br />Contact: Gary Ethridge, President <br />
