2019 JULY 02 CC/CUA/CPFA/CHA MEETING 1 - <br /> <br />CITY COUNCIL/COLTON UTILITY AUTHORITY/ <br />COLTON PUBLIC FINANCING AUTHORITY AND COLTON HOUSING AUTHORITY <br />CLOSED SESSION MINUTES <br /> <br />July 2 , 2019 <br /> <br />Closed Session Meeting was held on the above given date at 5:00 p.m., in the Council Chamber of City Hall, <br />with Mayor Navarro presiding. <br /> <br />CITY COUNCIL ROLL CALL <br />Councilmembers present were, Toro, Cisneros, Koperski, González, Woods, Suchil; and Mayor Navarro. <br /> <br />STAFF PRESENT <br />City Manager Smith, Asst. City Attorney Martinez, and City Clerk Padilla. <br /> <br />PUBLIC COMMENT <br />None <br /> <br />CLOSED SESSION <br />Asst. City Attorney Martinez announced the City Council would meet in Closed Session to Discuss Item A/B. <br /> <br />A. CONFERENCE WITH LABOR NEGOTIATORS <br />Pursuant to Government Code Section 54957.6 <br />Agency designated representatives: Haydee Sainz, Human Resources Director <br />Employee Groups: <br />International Brotherhood of Electric Workers, Local 47 – Electric Division <br />International Brotherhood of Electric Workers, Local 47 - Water/Wastewater Division <br />Colton Police Dispatchers Association (CPDA) <br /> <br />B. CLOSED SESSION - CM EVALUATION <br />Public Employee Performance Evaluation <br />Title: City Manager <br /> <br />Mayor Navarro adjourned the meeting to Closed Session at 5:01 p.m. and at 6:00 p.m., the meeting reconvened, <br />with all members present heretofore. <br /> <br />Asst. City Attorney Martinez announced that the City Council did meet in Closed Session with reportable <br />action: <br /> <br />Item A – Employee Group/Electric: <br />Council by a 7-0 vote – motion by Councilmember Wood 2nd by Koperski; authorized to establish a premium <br />rate for IBEW Electric, which becomes effective January 1, 2018 and having the premium rate tied to the <br />second highest HMO premium rate (employee + family); Effective January 1, 2018 members shall receive <br />$1,716.44 (the premium is tied to the second highest HMO family plan (employee + family which is the <br />Anthem Select through CalPERS Health Program); Effective January 1, 2019 members receive $1,741.35(the <br />premium is tied to the second highest HMO family plan (employee + family which is the Blue Shield of <br />California Access+ family rate through CalPERS Health Program); The action is retroactive to January 1, 2018 <br />and the established rate and includes the premium changes that occurred and became effective on January 2019, <br />until the successor MOU with IBEW Electric Bargaining Unit is ratified, approved and adopted, that will <br />include the changes to the medical health premium.
