JOINT SPECIAL MEETING <br />CITY OF COLTON CITY COUNCIL/SUCCESSOR AGENCY TO THE REDEVELOPMENT <br />AGENCY FOR THE CITY OF COLTON/COLTON UTILITY AUTHORITY/ <br />COLTON PUBLIC FINANCING AUTHORITY AND <br />COLTON HOUSING AUTHORITY <br />AND <br />THE PLANNING COMMISSION <br />SPECIAL MEETING MINUTES <br />April 23, 2015 <br />In accordance with notice duly and legally given a Special Meeting of the City <br />Council/Successor Agency to the Redevelopment Agency for the City of Colton/Colton Utility <br />Authority/Colton Public Financing Authority and Colton Housing Authority and the Planning <br />Commission was held on the above given date at 5:20 p.m., in the Council Chambers of City <br />Hall, 650 North La Cadena Drive, Mayor DeLaRosa and Chairperson Prieto presiding. <br />FLAG SALUTE <br />Chairperson Richard Prieto <br />CITY COUNCIL ROLL CALL: <br />Councilmembers present were Toro (appeared at 5:30 p.m), Jorrin, Gonzalez, Bennett, Mayor Pro <br />Tem Navarro, and Mayor DeLaRosa. Absent Councilmember Suchil. Also present were City <br />Manager Smith, City Attorney Campos and City Clerk Padilla. <br />PLANNING COMMISSION ROLL CALL <br />Commissioners present were Delgado, Grossich, Woods, Granado-Dominguez, Vice - <br />Chairperson Archuleta, and Chairperson Prieto. District 1 — Vacant. <br />PUBLIC COMMENT <br />None. <br />BUSINESS ITEMS <br />(1) Joint Workshop with City Council and Planning Commission — Downtown Development <br />Code & Design Manual. <br />Mark Tomich, Development Services Director, introduced the topic by presenting a Workshop <br />Summary of March 19, 2015 session presented to the community and was held at the Colton <br />Hutton Center. The Consulting Team was introduced: Diane Bathgate, Principal Planner/RRM <br />Design group; Ashley Hefner. Senior Planner/RRM Design Group; and Roger A.
