CLARKE, UTILITY DIRECTOR - <br />SUBJECT: ADOPTION OF A RESOLUTION AMENDING THE BASIC FEE FOR STORM - <br />WATER MANAGEMENT & THE STORMWATER MANAGEMENT CHARGE <br />DATE: JUNE 13, 2000 <br />BACKGROUND: <br />In October 1990,. the County of San Bernardino, Flood Control District was issued a five-year NPDES <br />Stormwater Permit, with 16 incorporated cities as co -permittees. On October 4, 1994, Council approved the <br />City's participation in a County -wide NPDES Stormwater Assessment. The five-year permit took effect in <br />October 1995 and will end in October 2000. On May 21, 1996, the Council approved the implementation of <br />a City-wide NPDES Stormwater Assessment District, and each year thereafter, must hold public hearings on <br />the charges to be assessed on the tax roll. <br />DISCUSSION/ANALYSIS: <br />There is no increase in the Basic Fee for Stormwater Management and the Stormwater Management Charge. <br />Land owners, who have not changed their property usage, will not receive an increase over the previous three <br />years' charges. The proposed amendment affects only the vacant parcels that have been developed, or have <br />new designated land use groups. The fees collected this year will fund the second year of the two-year <br />budget which includes the City's operational costs for street sweeping, storm drain cleaning, roadway <br />maintenance and litter control. <br />ENVIRONMENTAL IMPACT: <br />The NPDES Stormwater Program is a part of the Federal Clean Water Act, and is intended to improve the <br />Nation's waterways. Compliance with the NPDES Stormwater requirements is mandated by the Federal <br />Government, with the State Regional Water Quality Control Board enforcing the requirements. <br />FINANCIAL IMPACT: <br />The cost to the City's residential and commercial land owners is the same as previous years. The anticipated <br />revenue in the amount of $507,346.28 is used to fund the City's NPDES Stormwater Program, as mandated <br />by Federal and State regulations. Without the stormwater charges, the General Fund will have to cover the <br />costs for the on-going Stormwater Program (FY99-00 $788,425 and FY00-01 $735,779). <br />RECOMMENDATION: <br />Staff recommends that the Council adopt the attached Resolution Amending the Basic Fee for Stormwater <br />Management and Stormwater Management Charge as set by the Colton Municipal Code, Chapter 14.01. <br />Report Prepared By: Lorraine June <br />ccnpdes5 <br />Page 1 of 1 <br />Item #3 <br />
