Clarke, Utility Directo L e_ SUBJECT: REQUEST TO RECRUIT AND APPOINT TWO SUBSTATION OPERATIONS SUPERVISORS DATE: July 10, 2000 BACKGROUND There is one (1) vacancy in the Electric Utility Substation Division for the position of substation Operations Supervisor due to a promotion. DISCUSSION/ANALYSIS A second position in this classification is part of a pending reorganization of this division in which one existing supervisory position will be deleted and this second position created. Due to the appropriate length of the recruitment process, the Utility is requesting authorization to begin to recruit two or more candidates at this time. ALTERNATIVES The reorganization will be presented to the Council before any appointments are made. FINANCIAL IMPACT Funding availability for this position is contained in the Enterprise Fund of FY's 1999/2000- 2000/2001 Electric budget as follows: Account No. 520-8000-8003-1010-0580 (Salary) and Account No. 520-8000-8003-1100-0926 (Salary -related Benefits). EXPECTED FILL DATE: September 25, 2000. CUSTOMER SERVICE IMPACT The position provides for the proper leadership of the inspection and maintenance of the electric utility's substations. The proper conduct of the position's tasks result in a minimum amount of major electrical outages experienced by customers. The position also provides considerable services to the City's internal customers in the form of general and special electrical maintenance and construction. ENVIRONMENTAL IMPACT None. RECOMMENDATION Staff recommends that Council approve the recruitment and appointment of two employees to the full-time position of Substation Operations Supervisor in the Utility Department.
