GARCIA, CITY MANAGER ���LL0t O <br />FROM: AL HOLLIMAN, FINANCE DIRECTOR `'� <br />SUBJECT: REJECT ALL REQUEST FOR PROPOSALS FOR CONSULTING SERVICES AND A <br />MOBILE DATA COMPUTER AUTOMATION PROGRAM FOR THE POLICE <br />DEPARTMENT AND PIGGY -BACK ON TO THE CITY OF SAN BERNARDINO <br />CONTRACT WITH MOTOROLA IN THE AMOUNT OF $144,053.65. <br />DATE: JULY 10, 2000 <br />On May 3, 2000, the Purchasing Division advertised for sealed proposals for Consulting Services to <br />design and implement a Mobile Data Computer Automation Program for The Police Department. <br />Proposals were opened in the Purchasing Office at 5:00 p.m., May 31, 2000. Two Proposals were <br />received and evaluated. <br />DISCUSSION/ANALYSIS <br />The low proposal was received from Data 911 in the amount of $182,752.65. This proposal did not meet <br />the submittal requirements for the following reasons; A) Did not include an emulation software solution to <br />interface with the existing county CAD system. B) Did not include a way of receiving/transmitting data. <br />The second Proposal was received from Pacific Arepco Inc. in the amount of $313,495.06. <br />At the time this Proposal was issued, the San Bernardino County Sheriffs Department was in the process <br />of contracting for hardware and software. Since the county had not made an award, staff felt it was in the <br />City's best interest to contract with a consultant that would help with the changeover from our current <br />computer enviornment and meet the grant deadline. The hardware and software proposed would enable <br />the City to interface with the County's anticipated changes. The county has since made a decision to <br />change to Vision software. With this information,the need for the consultant portion of the RFP dissipated. <br />Staff feels it would be in the City's best interest to reject these proposals and Piggy -back onto the City of <br />San Bernardino contract with Motorola in the amount of $144,053.65. This would provide the City with an <br />automation program that will fully intergrate with the County's software. <br />ALTERNATIVES <br />Award the contract to Pacific Arepco Inc. in the amount of $313,495.06, however, this would result in the <br />City spending $169,441.41 more than necessary. <br />FINANCIAL IMPACT <br />The funds for this project are grant funded and available in account number 100-6070-6076-4930 and <br />account number 100-6070-6081-4900. <br />ENVIRONMENTAL IMPACT <br />None. <br />RECOMMENDATION <br />Staff recommends that all proposals be rejected and the City Piggy -back onto the City of San <br />Bernardino's contract with Motorola in the amount of $144,053.65. <br />Report Prepared By: Nicole Mihld, Purchasing Assistant <br />Attachments: None <br />Page I of I Item #12 <br />
