CITY OF COLTON <br />AGENDA REPORT <br />For City Council Meeting of June 20, 2000 <br />TO: HONORABLE MAYOR & CITY COUNCIL <br />APPROVAL: //�HHE.. ` Y G–A�--R—CCII�A, CITY MANAGE <br />FROM: �jr+t.DAVID 2:AIVIORA, COMMUNITY DEVELOPMENT DIRECTOR <br />SUBJECT::: REQUEST TO AWARD CONTRACT FOR THE CDBG PROJECT #104-22212 – <br />COLTON MUSEUM RESTORATION TO THE LOWEST RESPONSIBLE BIDDER, <br />KITSON SPECIALTY CONSTRUCTING, INC. <br />DATE: JUNE 12, 2000 <br />BACKGROUND: <br />This Project includes: Lead Abatement of building exterior; restoration/replacement of exterior moldings; a <br />waterproofing system for the foundation walls to mitigate basement flooding; roof repair, installation of 1907 <br />reproduction style doors & exterior lighting system; and construction of an 18" Mow Strip. <br />A request to re -bid the CDBG Project #104-22212 – Colton Museum Restoration was presented to Council and <br />approved at the April 4, 2000, City Council Meeting. Bid Opening was held on June 6, 2000. Bid Proposals were <br />reviewed, and all proposals were deemed acceptable. Wyatt Construction $197,725.33 $171,785.33 $211,675.00 <br />DISC USS ION/ANALYSIS: <br />The majority of this Project is Lead Abatement of the existing exterior paint. Based upon estimated costs, three <br />processes for Lead Abatement were offered in the Bidding Schedule: Option #1 - complete chemical removal of <br />lead paint, Option #1A - hand removal of loose/flaking paint and encapsulation of remaining lead paint, and Option <br />#1 B - Micro -abrasive complete removal of lead paint. <br />Option #1 and Option #113 both exceed the current approved and available funding amount. Kitson Specialty <br />Contracting, Inc., using Option MA, will afford the City the best possible result within the available funding <br />allocation. Said process has been approved by ECD, the City's Lead Abatement Consultant (AAA Lead Abatement <br />Consulting and Inspection, Inc.), and by the State Historic Preservation Office (SHPO). <br />ENVIRONMENTAL IMPACT <br />None. <br />FINANCIAL IMPACT: <br />An amount of $150,530 is available for the construction portion of this project. Item No. 8 on the Bidding Proposal <br />Schedule is "Construct 18" Mow Strip and swale, per Plan No. 9120", and was bid at $6,303 by Kitson Specialty <br />Contracting, Inc. If Item No. 8 is deleted from the Contract, the new Total Amount Bid for the Project is reduced to <br />$148,027. This leaves an estimated surplus of $2,503, which is adequate for materials and construction staking to <br />be done by City forces. Per the Contract Documents and Specifications, the City has the option to add or delete <br />items from the Contract with no monetary repercussions for the City. <br />As this is a Community Development Block Grant (CDBG) project, approved by the Department of Economic and <br />Community Development (ECD), the City will receive 100% reimbursement of funds upon completion of the Project. <br />RECOMMENDATION: <br />Staff recommends that Option #1A be selected as the Lead Abatement method. <br />Staff further recommends that Kitson Specialty Contracting, Inc., as the Lowest Responsible Bidder, be <br />awarded the Contract for the CDBG Project #104-22212 – Colton Museum Restoration in the amount of <br />$148,027.00. <br />Report prepared by Dusty Dappen, Engineering Technician Il, Public Works Department <br />Page 1 of 1 <br />Item #5 <br />
