CITY COUNCIL AND REDEVELOPMENT AGENCY JOINT SPECIAL MEETING MINUTES March 28, 1995 Notice duly and legally given, a Special Meeting of the City Council and the Redevelopment Agency for the City of Colton was held on the above given date at 5:30 p.m., in the Council Chambers of City Hall, Mayor Fulp and Chairperson Beltran presiding. ROLL CALL• City Council• Councilmembers present were Bennett, Cook, Beltran and Mayor Fulp. Also present were City Manager Martinez, City Attorney Biggs and City Clerk Ramos. Absent were Councilmembers Hutton, Sandoval and Sanders. Redevelopment Aaenc Members Present: Staff Present: Abe E. Beltran, Chairperson Nabar Martinez, Executive George V. Fulp Director and Secretary Deirdre Bennett Hani Gabriel, Economic Betty Cook Development Director Tim Sabo, Special Counsel Members Absent: Julie Biggs, General Counsel John C. Hutton Helen A. Ramos, Asst. Sec. David Sandoval Donald Sanders EXECUTIVE DIRECTOR REPORTS AND RECOMMENDATIONS: Resolution No. 659, Approvina Loan to the City of Colton Economic Development Director Gabriel said as directed by the City Council and the Agency Board on March 21, 1995, Staff is returning for an additional loan from the Agency to the City in the amount of $302,340.02 and staff is recommending approval of City Council Resolution No. R-22-95 and RDA Resolution No. 659, effecting the Note. Mayor/Member Fulp stated prior to staff proceeding he wanted to advise the Agency Members, that as Mayor he had not yet signed City Council Resolution No. R-22-95 that was approved March 21, 1995. Mayor/Member Fulp said he sought outside Counsel with regard to Page 2, Section 2, line 26 of the resolution which reads as follows: The City Council hereby acknowledges and approves the prior use of Agency funds by the City which were invested and pooled with City funds for investment - 1 - 1AAR 2 9 19951
