COLTON CITY COUNCIL and REDEVELOPMENT AGENCY <br />ADJOURNED REGULAR MEETING <br />MINUTES <br />FEBRUARY 13, 1996 <br />An adjourned regular meeting of the Colton City Council and Redevelopment <br />Agency was held in the Council Chambers of City Hall on the above given date <br />starting at 6:05 p.m., with Mayor Fulp presiding. <br />FLAG SALUTE <br />Mayor Fulp led the assembly in the Pledge of Allegiance. <br />ROLL CALL <br />Present were Council Member John C. Hutton, Council Member Betty L. Cook, <br />Council Member Deirdre Bennett, Council Member Donald Sanders, and Mayor <br />George V. Fulp. Also present were City Attorney Biggs, City Manager Nabar <br />Enrique Martinez, and City Clerk Malik Freeman. Council Members Beltran and <br />Sandoval were absent. <br />Mayor Fulp suggested changing the order of the agenda by considering public <br />comments, the City Treasurer's report, Financial Report, then Mid -year Budget <br />Review. The balance of the agenda will be considered after the Mid -year <br />Budget Review. This would include Consent Calendar items. <br />PUBLIC COMMENTS <br />Mr. Fred Cordova, Colton, pointed to recent news coverage regarding the debt <br />owed by the City of Colton. He reasoned that the City of Colton owns its own <br />utilities, and the debt owed is to its utilities. He wondered why the debt is not <br />forgiven and stop scaring the citizens. He noted that corporations can allow <br />subsidiary corporations to go into debt. The corporations will often forgive the <br />debt, refund it and it can start with a clean slate. City Attorney Biggs said she <br />would investigate internal loans and report to the City Council.
