ADJOURNED CITY COUNCIL MEETING FEBRUARY 24, 1997 In accordance with notice duly and legally given, an Adjourned Regular Meeting of the City Council of the City of Colton was held on the above given date at 5:17 p.m., in the Council Chambers of City Hall, Mayor Gaytan presiding. FLAG SALUTE: City Manager Freeman led the assembly in the pledge of allegiance. ROLL CALL: Councilmembers present were Cook, Chastain, Hutton, and Mayor Gaytan. Also present were City Manager Freeman, City Attorney Biggs, and City Clerk Barrera. Absent were Councilmembers Sandoval, Bennett, and Sanders. AGENDA REVIEW: City Attorney Biggs announced the following items are to be continued: Item 6, 7, and District 5 - Third Annual California GIS Conference to Adjourned Council Meeting of February 27, 1997; and Item 4, 5, 8, 9, and District 1 - all items listed and District 5 - all remaining items listed to Council Meeting of March 4, 1997.. Mayor Gaytan pulled Item 10 until the Council Meeting of March 18, 1997 in order to allow staff to update the Council Procedure Manual incorporating recommendations from the Councilmembers. Councilmember Hutton reported that a memo has been forwarded to the City Manager in response to District 5 - Item 4 and District I - Item 1. Mayor Gaytan introduced a new title on the Agenda - Mayor and Council Study/Information Session. This will the time on the Agenda where information will be shared for future agenda's before the item is listed for discussion and action. This section will also be available for announcements of Conferences, City Events, etc. where Council will determine if specific Councilmembers or staff should attend. City Manager expressed his support of the concept of this part of the Agenda as this will allow staff to produce a better product. The Agenda Report will include the amount of staff time used to respond to the Agenda Item to give Council a clearer idea of the time spent in producing a response. City Attorney Biggs reminded Council of their request to schedule a Closed Session Item for February 27, 1997, pursuant to Personnel Matters, Government Code Section 54957 with regard to the Performance Evaluation for the City Manager Position, essentially this is intended to set benchmarks and criteria for that evaluation. In order to add this item to the Adjourned Regular Council Meeting for February 27, 1997 a unanimous vote is needed. Motion/second by CM Cook/Chastain, to add Closed Session Item Pursuant to Personnel Matters, Government Code Section 54957 with regard to the Performance Evaluation for the City Manager Position. Motion carried with CM Sandoval, Bennett, and Sanders absent.
