The City Council of the City of <br />Colton hereby finds and determines: <br />A. Based on the entire record before the City Council and all written and oral <br />evidence presented , the City Council finds that the proposed amendments to Chapter 18.50 <br />of the Colton Municipal Code ("the Text Amendment") are consistent with the General Plan of <br />the City of Colton because they provide and encourage the development of signs and sign <br />structures that are sensitive to the environment, are not aesthetically obtrusive and promote <br />business and economic development opportunities in the City of Colton. Moreover, the Text <br />Amendment helps to promote and achieve General Plan policies as follows: <br />The Text Amendment and the sign regulations it establishes assist <br />commercial developments in featuring attractive and efficient <br />pedestrian environments which help commercial growth to respond to <br />localized needs. (Land Use Element, pg. 2-23.) <br />2. The Text Amendment and the sign regulations it establishes can <br />implement the use of a "theme" reflecting local characteristics and <br />values in commercial areas. fid.) <br />3. The Text Amendment and the sign regulations it establishes assist in <br />developing attractive industrial parks that are consistent with <br />conventional design applications. The Text Amendment and the sign <br />regulations it establishes also assist in rehabilitation of older existing <br />industrial sites. (Ld. at pg. 2-24.) <br />4. The Text Amendment and the sign regulations it establishes <br />encourage identification of property which assists emergency fire <br />services to protect property and life from fire. (Safety Element, pg. 7- <br />6.) <br />5. The Text Amendment and the sign regulations it establishes deter <br />crime through proper design techniques including limitations on <br />window signs and removal of sign obstructions from the public right-of- <br />way. (Id. at pg. 7-7.) <br />6. The Text Amendment and the sign regulations it establishes <br />incorporate crime prevention techniques and methodology through <br />promoting clear identification of all residences by house numbers and <br />addresses readily visible from the street.
