The City Council of the City of Colton hereby finds and determines: A. Based on the entire record before the City Council and all written and oral evidence presented , the City Council finds that the proposed amendments to Chapter 18.50 of the Colton Municipal Code ("the Text Amendment") are consistent with the General Plan of the City of Colton because they provide and encourage the development of signs and sign structures that are sensitive to the environment, are not aesthetically obtrusive and promote business and economic development opportunities in the City of Colton. Moreover, the Text Amendment helps to promote and achieve General Plan policies as follows: The Text Amendment and the sign regulations it establishes assist commercial developments in featuring attractive and efficient pedestrian environments which help commercial growth to respond to localized needs. The Text Amendment and the sign regulations it establishes can implement the use of a "theme" reflecting local characteristics and values in commercial areas. fid.) 3. The Text Amendment and the sign regulations it establishes assist in developing attractive industrial parks that are consistent with conventional design applications. The Text Amendment and the sign regulations it establishes also assist in rehabilitation of older existing industrial sites. (Ld. at pg. 2-24.) 4. The Text Amendment and the sign regulations it establishes encourage identification of property which assists emergency fire services to protect property and life from fire. (Safety Element, pg. 7- 6.) 5. The Text Amendment and the sign regulations it establishes deter crime through proper design techniques including limitations on window signs and removal of sign obstructions from the public right-of- way. (Id. at pg. 7-7.) 6. The Text Amendment and the sign regulations it establishes incorporate crime prevention techniques and methodology through promoting clear identification of all residences by house numbers and addresses readily visible from the street.
