R-108-91 <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF COLTON AMENDING THE SOURCE <br />REDUCTION AND RECYCLING PLANNING AGREEMENT <br />MEMORANDUM OF UNDERSTANDING ALLOWING THE <br />CITY OF RIALTO TO AMEND THE PROFESSIONAL <br />SERVICES CONTRACT WITH EMCON ASSOCIATES <br />TO COVER ADDITIONAL SERVICES REQUIRED BY THE <br />EAST VALLEY COALITION AND TO MEET THE <br />REQUIREMENTS OF STATE LAW <br />WHEREAS, jurisdictions within the State of <br />ifornia are mandated by AB939 (Chapter 1095) and the <br />to of California to prepare a Source Reduction and <br />11 Recycling Element (SRRE) and a Household Hazardous Element <br />12 I(HHWE) ; and, <br />1311 WHEREAS, the City of Colton has joined together <br />14 ith other jurisdictions in the East San Bernardino Valley <br />15 rea to form the East Valley Coalition with the City of <br />16 ialto acting as lead agency on its behalf; and, <br />17 WHEREAS, the East Valley Coalition, through the <br />18 ompetitive bid process, chose Emcon Associates as the <br />19 onsultant to prepare the SRRE's and HHWE's for the <br />20 articipating jurisdictions; and, <br />21 WHEREAS, there have been significant changes in <br />22 he laws and regulations governing the SRRE's and HHWE's <br />23 hich have affected the time line and costs for the <br />24 lanning and preparation of these elements; and, <br />25 WHEREAS, Emcon Associates estimates that these <br />26 dditional costs will add up to $71,200; and, <br />27 <br />m <br />
