RESOLUTION NO. R-110-92 <br />A RESOLUTION OF THE CITY COUNCIL <br />OF THE CITY OF COLTON APPROVING <br />AND ADOPTING THE ANNUAL APPRO- <br />PRIATIONS LIMIT FOR THE FISCAL <br />YEAR 1991-92. <br />WHEREAS, the voters of California, on November 6, <br />1979, added Article XIII -B to the State Constitution placing <br />various limitations on the appropriations of the state and local <br />governments; and <br />WHEREAS, Article XIII -B provides that the appro- <br />priations limit for the fiscal year 1991-92 is calculated by <br />adjusting the base year appropriations of fiscal year 1978-79 <br />for changes in the cost of living and population; and <br />WHEREAS, the City of Colton has complied with <br />all the provisions of Article XIII -B in determining the appro- <br />priations limit for fiscal year 1991-92; and <br />WHEREAS, the City of Colton must make the necessary <br />determinations regarding the use of a cost -of -living index change and <br />the population index change beginning in fiscal year 1991-92. <br />NOW, THEREFORE, BE IT RESOLVED that the appro- <br />priations subject to limitation in fiscal year 1991-92 shall <br />be $22,291,375 for the City of Colton, and BE IT FURTHER RESOLVED, <br />that for fiscal year 1991-92, the City of Colton selects the California <br />percentage change in per capita income as its cost -of -living index <br />change as determined by the California State Department of Finance and <br />that for fiscal year 1991-92 the City of Colton selects the population <br />index change for the County of San Bernardino as a whole as it's <br />population index change. <br />
