R-116-93 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, <br />CALIFORNIA, SUPPORTING AN AMENDMENT EXTENDING THE <br />TERM OF THE METROPOLITAN WATER DISTRICT -SAN DIEGO GAS <br />AND ELECTRIC COMPANY AGREEMENT TO PROVIDE WATER FOR <br />THE "SUNDESERT" ELECTRIC GENERATION PROJECT <br />WHEREAS the City of Colton, together with several other Southern California <br />cities, the California Department of Water Resources, and the San Diego Gas and Electric <br />Company ("SDG&E"), is a potential participant in a gas-fired combined cycle electric <br />generation plant project at the Blythe, California, power plant site; and <br />WHEREAS use of the Blythe site for construction of electric generation facilities <br />has been determined by the California Energy Commission to be "prudent supply <br />planning" and appears to be appropriate because of (1) the presence of nearby natural gas <br />pipelines, railroad lines and other transportation facilities, (2) the existence of prior, <br />expensive and time-consuming approvals for use, and (3) strong local support; and <br />WHEREAS the Metropolitan Water District Act (California Water Code <br />Appendix Section109-1 et seq.) was amended in 1974 to authorize the Metropolitan Water <br />District ("MWD") to provide necessary plant cooling water from its Colorado River <br />entitlement, and MWD and SDG&E thereafter entered into an agreement for the provision <br />of 17,000 acre-feet of water to the Blythe site; and <br />WHEREAS approximately $100,000,000 has been spent for development of the <br />Blythe site in reliance on the MWD -SDG&E water supply agreement; and <br />WHEREAS it is anticipated that a series of power plants will be constructed at the <br />Blythe site after the year 2000 and that these plants will have useful lives extending <br />
