CITY COUNCIL/COLTON UTILITY AUTHORITY/ COLTON PUBLIC FINANCING AUTHORITY AND COLTON HOUSING AUTHORITY SPECIAL MEETING MINUTES May 15, 2023 A Special Meeting of the City Council of the City of Colton was held at 5:00 p.m. on the above-given date in City Hall, located at 650 North La Cadena Drive, Colton, California, Mayor Navarro presiding. Notice of Special Meeting was given on May 11, 2023, in compliance with Government Code Section 54956(a). CITY COUNCIL ROLL CALL Councilmembers present were Toro (appeared at 5:02 p.m.), Chastain, Gonzalez, Echevarria, and Mayor Navarro. STAFF PRESENT City Manager Smith and Deputy City Clerk Vargas MAYOR AND COUNCIL ITEMS POSSIBLE CONFLICT OF INTEREST DISCLOSURES FOR THE COUNCIL MEETING OF MAY 15, 2023. GIFT DISCLOSURES Mayor Navarro asked the members present if there were any agenda items that were a conflict of interest pursuant to CMC Section 2.04.030. None disclosed. AB 1234 ORAL REPORTS Mayor Navarro asked the members present if there were any brief reports on meetings attended at the expense of the City. (GC Section 53232.3(d).None disclosed. PUBLIC COMMENT The following community members addressed the Council: Mark Garcia DISCUSSION ITEMS 1. Fiscal Year 2023-24 Budget Workshop#1 City Manager Smith announced that the item for discussion is the first of two scheduled budget workshops for the fiscal year 2023-2024; with the second budget workshop to be held on May 24, 2023. Tonight's meeting is related to the General Funds Budget and the City Manager asked Councilmembers to wait until the presentation is completed to ask questions. Staff Presentation Stacey Dabbs, Finance Director presented with the assistance of a PowerPoint presentation: City of Colton FY 23/24 Workshop#1.
